    2. WHY/HOW ME? WHY DIDN’T I GET PROMOTED? HOW DID HE (OR SHE) GET PROMOTED BEFORE ME – I KNOW THAT PERSON? HOW COULD THIS HAPPEN? I Have a Legion of Merit, PhD, 3 IAs and More Chest Candy Than Most. I HAVE GREAT EVALS – ALL EPs Since Birth! SO, WHAT DOES IT TAKE?

    4. FITREP Reports Your FITNESS report is not necessarily written for you. Your FITNESS report is your CO’s opportunity to communicate with the Board. What does the CO want the board to do?

    5. What’s Important? Leadership Grades Command & Promotion Recommendations Promotion Breakout Leadership positions (CO, XO, LCPO, LPO, CWO) Rankings (#2 of 13 behind LCPO or CMC) Comparison with CO’s grading average Leadership Comments (character descriptions) Continuity (no missing FITREP) Format of FITREP for easier read (OPEN-space-BODY-space-CLOSE)

    6. What’s “NOT SO” Important Write-up’s of what you accomplished over the year. Grades in areas other than leadership. Fluffy language. Detailed descriptions of unit mission. Civilian accomplishments (e.g., Boy Scout Leader, Civic Association Leader, etc) The number of Collateral Duties you have

    7. Written Comments (Block 41) Opening: Ranked 3 of 10 CPOs assigned to an IA this reporting period. (MP) Future Flag Officer – the “Best” LT I ever served with in my 24-years of service. (signed by Navy CAPT or ADM) Ranked 1 of 13 across all designators. Ranked 1 of 15 khaki assigned to OPS DEPT even ahead of seasoned CWOs. (A Chiefs FITREP). Ranked number 2 of 9 SKCs in the DEPT (MP in the CMD) Deep Select this brilliant officer now to CAPT ahead of his peers! Future CMC! Already performing at the level of a Force Master Chief! My most junior LT competing against senior DHs already performing at the level of a LCDR! (MP or P FITREP).

    8. Comments Section (Block 41) A. Bullets what are they: A Short, effective phrase that gets the point across without unnecessary verbiage.

    9. Comments Section (Block 41) A Bullet Example: “ Undertook the ambitious task of reorganizing the Supply Department storeroom resulting in dramatic improvements in storage space. His new locker plan increased locker utilization by over 50%.” BUT SHOULD READ……

    10. Comments Section (Block 41) Bullet Should Read: “ Reorganized Supply Department storeroom; increasing locker utilization by over 50%.” Short, sweet and to the point… Remember, You have very little space for comments.

    11. Written Comments (Block 41) Closing: - Fiercely loyal and dedicated to the Navy – a real winner! The ultimate Department Head. - Professional, loyal and truly dedicated LTJG ready for Command at Sea now! - Exceptionally knowledgeable Communicator’s Communicator! Would make an awesome Chief Warrant Officer! - Keep this LT on the Fast Track! Gets results ahead of more seasoned Navy CAPTAINS! - Deserves to Wear the Senior Chief Star! - Select well ahead of PEERS to Chief or LDO now! - An Outstanding Senior Chief Petty Officer with an outstanding record of effective leadership, productivity and hard work.  Currently selected for the Warrant Officer Program.

Potential Showstoppers Missing FITREPS with no explanations (write a letter to the board on why it is missing) PRT Failure (s) ESR/OSR Anomalies with no explanation No leadership or difficult jobs Consistent 3.0 grades in leadership Pack performance with no CO recommendations Too much college in a reporting period Multiple collateral duties with no mention in BLK 41

    13. What You Should Do Learn how to read an ESR/OSR/PSR – This is who you are to the Board. Make sure your record is complete 4-6 months prior to Board. No missing FITREPs/Awards No missing Qualifications/AQD’s Ensure SOY results reach the Board PHOTO for Officers.

    14. What You Should be Doing Discuss FITREPs with your CO. Lead Early, Lead often. Or Get Hard Jobs: LCDR, DH, XO, etc. Do well in hard (all )jobs: Break to the right Qualifications: EAWS, SWO, 3M, IQ, OOD, CDO etc. Avoid homesteading in non-fleet concentration areas. Practice, Practice & Practice early drafting FITREPs

    15. The Board Environment Large # of records to review Significant Time Pressure Your Briefer is your advocate: Briefer must interpret career as displayed on ESR/OSR and FITREPs

    16. What Your Briefer Looks For Play in Traffic Leadership Jobs (CO, XO, DH, LCPO, LPO) Hard jobs Improving performance over time Command Recommendations Rankings (#2 of 50) with explanations Grade comparisons to CO’s average Leadership

    17. Letters to the Board Keep your letter as brief as possible. (1-2 pages max w/enclosures (missing FITREPS/Awards). Do not write “Pick Me!” letters. Do not reiterate career history if it’s in the Record. Focus letter on objective information that explains ESR/OSR anomalies (e.g., Ranked #4 of 13 as CMC without explanations). Letter is visible only during review process by briefer. Put detailing-relevant info in the APPLY COMMENTS field.

    18. GRADING/VOTING CRITERIA 100 or A Absolutely Select 75 or B Probably Select 50 or C Not Sure 25 or D Probably Not 0 or F Do Not Select
