  6. Democratic Election NLRB Election All parties have equal access to voter list and voters. No. Company has full access; union has limited access to list and voters. Yes Voters have a free and fair choice. No. Company harasses and often fires union supporters. Yes Voters can decide what information they want to receive and from whom. No. Company can force voters to listen; can conduct captive meetings. Yes Election is held on a date certain; outcome cannot be delayed. No. Company can delay election date and outcome. Yes Election is conducted at a neutral site. No. Election occurs on company property.   9. Employee Free Choice Act Amends NLRA to: • Remove barriers workers face when forming unions • Guarantee workers a contract when they form a new union • Strengthen penalties against corporations that break the law

  10. Public Safety Employer-Employee Cooperation Act Establishes minimum standards for state collective bargaining laws, including: • a right to bargain over wages, hours and working conditions for public safety officers; • a dispute resolution mechanism, such as fact finding, mediation or arbitration; and • enforcement of contracts through state courts.
