  2. Key Dates April 20, 2010 explosion and fire occurred on the BP Deepwater Horizon offshore drilling rig spilling oil into the Gulf Of Mexico. April 29, 2010 Governor Bobby Jindal declared a State of Emergency due to potential impact of the oil spill. May 5, 2010 Peggy Hatch, Secretary of LDEQ signed a Declaration of Emergency and Administrative Order as the oil had created conditions that require immediate action to prevent irreparable damage to the environment (4th amended 2/22/11).

Declaration of Emergency and Administrative Order (4th amendment) • Certain allowances were afforded for this emergency response for Type I and Type I/II and Type IA and Type IA/IIA facilities. • Permitted SW disposal and processing facilities are allowed to accept industrial solid waste generated by the oil spill regardless of permitted service area, provided adequate notification is submitted to the LDEQ (no permit mod required). • Extended hours of operation and increased waste acceptance rates could be requested. Burning of oil contaminated vegetative debris may be conducted, along with approval by the parish and the LDEQ.

Declaration of Emergency and Administrative Order (4th amendment) Cont’d Solid Waste Debris was handled in accordance with the LDEQ Comprehensive Plan for Disaster Clean-up and Debris Management All transporters of solid waste generated as a result of the oil spill must be registered with the Department.

Update as of 2/27/11 • River Birch Inc - River Birch Landfill • Volume 30,895 CYs • Tonnage 6,898.22 tons • BFI - Colonial Landfill • Volume 109,016.13 CYs • Tonnage 24,198.02 tons • Tidewater Landfill LLC - Coast Guard Road Sanitary Landfill • Volume 41,926 CYs • Tonnage 6,706.32 tons • TOTAL VOLUME = 181,837.13 CYs                                                  • TOTAL TONNAGE = 37,802.56 TONS

  11. Site Visits Personnel from Water Permits and Waste Permits visit Colonial Landfill, River Birch and Tidewater each week until end of November. Site visits are now 1/month. A checklist was completed along with a 214 Unit Log.

  12. The Landfill Assessment Checklist (consisting of the 8 questions listed below) and the 214s are completed by each team for each of the landfills. Any significant issues are identified at this time. • Does the facility have a Waste Profile for the BP MC 252 oily waste? • What is the waste profile number &and date for the BP MC 252 oily waste? • Which company is transporting the BP MC 252 oily waste to the Landfill? • What is the Transporter’s Solid Waste Transporter ID number? • Was any unauthorized waste (waste tires, white goods etc.) observed being unloaded with the BP MC 252 waste? • If unauthorized waste was observed being unloaded how was it handled? • Will the BP waste be processed into active cells along with other waste received?  If not, how will facility manage and/or treat the BP waste? • What additional Best Management Practices (BMPs) if any, are to be employed by facility upon arrival and processing of BP waste?
