Background • WEIL endorsed the formation of a working group to track coordination of the Transition by all entities within the Peak RC footprint to their new Reliability Coordinators as well as monitor the “Wind Down” efforts at Peak to ensure Peak RC remained viable during the transitionof the RC function to CAISO, BC Hydro and SPP. • The RCTCG was formed with Jim Shetler (BANC) as chair. Members are: • Kristie Cocco (APS) • Michele Cathcart (BPA) • Maude Grantham-Richards (Tri-State) • Chris McDarment (Chelan PUD) • Steve Cobb (SRP) • Linda Jacobson-Quinn (Farmington) • Sarah Edmonds (PGE) • John Tolo (TEP) • Eric Whitley (GridSME)

RC Transition Plan Rollout PEAK – Board approved budget and staff retention plan that was rolled out to Peak staff October 17th, 2018. • First round of employees departing around 1/7/2019 • Monitoring in place to track unplanned attrition of key roles at Peak for the RC function • Work on agreements to “borrow” critical staffing for Peak from other entities in the west are underway if necessary (much like mutual assistance agreements for sharing of line crews under exceptional circumstances). • RC Wind Down planning ongoing with key milestones, assistance to the new RC’s and shadow operations details taking shape • RC – RC Coordination meetings being held to ensure gaps or issues to work through are identified early enough not tobecome a critical path • RC Shadow Operation Criteria being defined • 2019 Transition schedule very full given stated go live dates – See next slide on potential work levels depending on key decisions by NERC (certifications needed) and RC-RC documentation necessary. NOTE: schedule and details are preliminary and could change in a number of areas.

  5. Western Interconnection RC Transition Milestones For 2019 Jan. Feb. May Apr. Mar. Jun 2019 • CAISO resolution of any certification issues – begin pre-shadow operations validation with Peak • Begin pre-shadow operations validation with CAISO • Peak and BCH ensure all Agreements, Processes and Procedures are in place for Sept 2, start of BCH RC footprint • Each of the new RC’s working on internal readiness and working with their stakeholders • CAISO NERC RC Certification for CAISO BAA footprint – • Each of the new RC’s working on internal readiness and working with their stakeholders • CAISO and Peak ensures they have all Agreements, Processes and Procedures, technology, training etc. ready for certification for CAISO BAA footprint RC Services • Each of the new RC’s working on internal readiness and working with their stakeholders • Peak and CAISO working on Agreements, Process and Procedures for July 1 start of CAISO footprint RC • Each of the new RC’s working on internal readiness and working with their stakeholders • CAISO begin RC Shadow Operations with Peak for July 1sCAISO BAA footprint cutover • BCH “Readiness Assessment” completed. • Each of the new RC’s working on internal readiness and working with their stakeholders • Peak NERC required Re-Certification for CAISO Footprint RC boundary changes • BCH resolution of any issues from Readiness Assessment • Peak, BCH and AESO begin pre-shadow operations validation • CAISO and Peak continue shadow operations Jul Aug. Sep. Dec. Oct. Nov. 2019 • September 2, BCH goes live with RC Services for BCH footprint • CAISO, AESO, BCH and Peak begin Shadow Operations for CAISO larger interconnection footprint • SPP Resolution of any issues resulting from certification issues. • SPP begins pre-shadow operations validation with Peak, CAISO • SPP and CAISO ensure all Agreements, Process and Procedures for Dec 3 start of SPP RC footprint • Continue CAISO, AESO, BCH and Peak continue Shadow Operations for CAISO larger interconnection footprint • SPP, CAISO and Peak begin Shadow Operations • Peak NERC required Re-Certification for CAISO larger interconnection footprint • Continue Shadow Operations with BCH, AESO and Peak • CAISO and Peak ensures they have all Agreements, Processes and Procedures, Technology, Training etc. ready for certification for CAISO larger interconnection footprint • SPP NERC RC Certification for SPP footprint • Peak NERC RE-Certification for BCH footprint boundary changes • December 3, SPP goes live with RC Services for their footprint • Peak begins decommissioning at the end of the month • July 1, CAISO goes live with RC Services for CAISO Footprint • Begin Shadow Operations with BCH, AESO and Peak • SPP continues internal readiness • November 1, CAISO goes live with RC Services for larger interconnection footprint • SPP, CAISO continue Shadow Operations • Peak continues RC Services for will be the SPP footprint

New RCs Update on Activities Track 1 – RC-RC Coordination • RC to RC meetings being held twice each month – working on decisions, action items and issues • Western Interconnection tools and processes to address • Decisions regarding - ECC, MAP, WISM, EIDE data / outage reporting / hosting data repositories for other RC’s. • SPP UFMAP (CAISO keeps path 66) • Time Error Reporting • WIT • Focus and discussions regarding RC “Seams” issues • Promoting coordination between each RC providers seams working group • Identification of all agreements and procedures to create prior to certifications • Each RC has internal projects with people, processes and technologies to ensure they are ready

Peak Update on Activities Track 2 – Peak Wind Down activities • People - Budget and staff retention plan approved • Tracking key staff attrition • Initial phase of planned staff reductions – 1/7/19 • Defining “B” plans for staff shortages (borrowing from utilities, consultants, etc.) • Process – Develop Wind Down project plan • Determine building consolidation and final restoration requirements • Determine compliance obligations of Wind Down activities • Working on contracts and agreements to terminate, shorten terms, etc. • Ensure key staff training and work aligns with Wind Down plan along with regulatory compliance • Technologies • Determine tools and systems to be retired and when • Ensure key systems are viable for the duration of 2019 • Work with transitioning and assisting new RC’s during their development, shadow operations and final transition

RC Transition Project Plan and Oversight Schedule • Tracking key schedule milestones and announced dates to ensure “no surprises” • Discussions being held on transition dates and identification of activities leading up to “go live” by each new RC • Tracking Issues and Concerns as they come up • RC-RC forum – Development of formal action items, issue tracking and a joint decision log completed • Each RC has their own client sub-groups that they update status, concerns, issues etc. with • Identifying and tracking key risks • Peak unplanned attrition being tracked • Clarification being sought from NERC regarding Peak re-certification requirements and processes with all the various transition dates • New RC readiness (as tracked by each of their sub-groups)
