LegislationRegulations and Guidance NRSAcompleted the work on drafting the following legislative and normative documents: • State system of accounting and control of nuclear materials • Rules of account and control of individual exposure doses • On requirements on ensuring radiation safety • Norms of radiation safety • On transportation of radioactive wastes and etc. These documents have been developed taking into account exploitation experience and international recommendations. The IAEA experts provide invaluable assistance and took active partin the development of the documents. These documents were agreed with the relevant ministries and authorities and now in approval stage in the Ministry of Justice.

  4. Regulatory Body Staffing and Training Currently 36 employees are working in NRSA. Almost 90% have higher education. Unfortunately, due to absence of national training centers in the field of radiation protection in the country it is necessary to train the staff abroad. Mostly by the help of IAEA training courses, fellowships and scientific visits. Most of specialists left the country in 90th. Available chairs in different universities such us nuclear physics, sanitary physicians, radiochemistry, etc. faced shortage of professional specialists and lack of modern equipment. Available equipment in these chairs are operating more than 25-30 years and not calibrated. In 2008 a new project was submitted to the IAEA for 2009-2011 cycle on “Establishment of Educational and Training Centre in the field of radiation protection” which was approved Under this project, training of teachers on radiation protection in different fields such as medicine, industry, research, education and agriculture is foreseen. Trained teachers will apply their knowledge in training of RPOs, radiation workers and radiation experts. The delivery of modern equipment is also foreseen for conducting the practical exercises. The established center will help to cover training needs of the whole country. In future, establishment of center branches is foreseen in remote areas of the country.

  5. Notification - Authorization – Licensing - Inspections • Registry of nuclear and radioactive sources is established – RASOD (Financed by NRC). Inventory is completed in whole regions of Tajikistan. (North, South, West and East). • Licensing activity started. 26 Licenses are issued. Additional set of documents for licensing obtained are submitted and under consideration. • Inspection of organizations which are dealing with RS are carried out in accordance with the annual plan. (Problem-relevant equipment). • Searches and identification of orphan sources were continued in the North and West. More than 500 “orphan” and sources which were stored in conditions not responding to the norms of radiation protection were revealed. Most of them belong to the enterprises which became bankrupted and management of new established organizations don’t have information about their existence. By the help of IAEA revealed sources transported to RWDS. Searches in South and East are foreseen in 2009. • Works on improvement the physical protection of main sites are continued. Project with UK. • Enforcement measures are not applied in 2008. (Power available)

  6. Management System Unfortunately neither information nor quality management system exists in NRSA. The help of IAEA in elaborating these systems will be very valuable.

  8. Plans One of the main problems during the issuance of license to users is absence of companies providing technical services. There are no any companies in Tajikistan providing workplace monitoring and quality control in roentgen-diagnostic, radiotherapy and nuclear medicine. Currently the legislative base on obligation of users to conduct workplace monitoring and quality control in order to obtain a license is elaborating. Due to absence of specialists in this field, it is decided to establish a technical services department under the NRSA. The necessary equipment is purchased by NRSA. Qualified IAEA expert for two-week mission is needed to train the personnel of technical services department of NRSA to conduct workplace monitoring and quality control in roentgen diagnostic, radiotherapy and nuclear medicine
