KEY QUESTION • Is it appropriate to consider a trinational science and technology cooperation Foundation similar to FUMEC, with regional competitiveness as a priority? • This has already been considered in the context of the Security and Prosperity Partnership • Would facilitate capacity building and cooperation, linking businesses, universities and local innovation initiatives • Several programs of FUMEC relate to Sc. & Tech. cooperation for tri-national competitiveness

People • Work force development in critical thinking skills • “A Nation at Risk” : need for critical thinking, scientific attitudes and problem solving skills • National Academies, Smithsonian, NSRC: Inquiry Science in Basic Education • FUMEC link Mexico – United States: INNOVEC, State programs with federal support, 1,000,000 Mexican children in 2006.

  6. More People • MEXICAN Diaspora in the U.S. and Canada • One million mexican professionals in the United States. (30,000 IT) • Link Mexican Diaspora in the U.S. and Canada with Mexican competitiveness • FUMEC , IME-SRE and CONACYT: Red de Talentos, initially focused into High Tech Businesses and related educational and research programs • Cipriano Santos-HP; Hector Garcia- ORACLE, Stanford; Roberto Medrano- Hispanic Net; José Blakeley- Microsft – ( Smart and effective outsourcing and higly speciallized personnel development)

Building and Linking Innovative Businesses • FUMEC - Secretary of Economy program: Bring the experience of Silicon Valley and other advanced regions to expand and consolidate the Innovative Business Ecosystems in Mexican Regions • TechBA SV, TechBA Austin, link with IC2, TEN • Network of Mexican Business Incubators and Entrepreneurship Centers, link with SBA-SBTDC, IRAP in Canada • Facilitate cooperation of Clusters and Innovation programs of Mexican States with: Council on Competitiveness, CONNECT-SD, U.S. State programs

Capacity Building • MEMS Micro Electro Mechanical Systems • Disruptive and fast growing technology, strong impact in automotive, telecommunications, biomedical, security and many other fields • FUMEC – Secretary of Economy program: • 12 Design Centers, 3 Developments Labs., Articulation Center with SB, Network with SANDIA, 10 U.S. Universities and CMC in Canada • New investments and joint binational projects

  9. Strategic Innitiatives • Automotive Electronics opportunities for enhanced tri-national supply chain developments based on Sc. & Tech collaboration • FUMEC collaboration with National Academies of Engineering of the U.S. and Mexico and with Auto 21 in Canada
