  2. Objectives • Provide input to ACER to enable it to improve the processes going forward for the benefit of stakeholders and regulators. • Based on real experiences and wide feedback.

  3. Methodology • Public consultation – we requested feedback from all stakeholders involved in the Framework Guideline process through a set of questions via an online public consultation. • Interviews – we undertook a number of structured interviews with ENTSO-E, ENTSOG and the European Commission. • Surveying the Expert Group members and the members of AHAG – all members of the Expert Groups and AHAG were invited to respond to the same set of questions asked of stakeholders. • Internal consultation – we asked regulators directly involved in the process to give their views through a structured Questionnaire and structured interviews.

  4. Content • The review will address, inter alia: • Timeline of the Framework Guideline process • How the initial impact assessments were undertaken • Whether the policy development phase was undertaken effectively • How consultations were undertaken • The level of resources required of regulators and stakeholders • The level of co-ordination between the various participants

  5. Timetable • The outcome will be report to the ACER Director in March 2011. • The key conclusions and lessons learned will be presented at the next Florence and Madrid Fora.
