  2. The nodal agency for grant of MTOA CTU, Power Grid Corporation of India Ltd (1.3) Start date : 1st day of any calendar month (1.4) End date : last date of the month. (1.4) Duration : > 3 months <= three years (1.5)

(1.8) Who can make MTOA Application Generating station including a captive generating plant, a consumer, an Electricity Trader distribution licensee, (2.1)

A generating station, including captive generating plant or a bulk consumer cannot apply for medium-term open access without applying for connectivity if it is not connected to the grid (2.2) May apply for connectivity and MTOA simultaneously interconnection facility should be available before one month from the intended start date of MTOA (2.2) The application for MTOA shall include details like quantum of power to be injected details of injection & drawl points time period from and up to the source of power, clearance from respective SLDCs (3.2)

Application fee (Rs. in Lakh) (5.1) 1 Up to 100 MW 1 lakh More than 100 MW and up to 500 MW 2 lakh More than 500 MW and up to1000 MW 3 lakh More than 1000 MW 4 lakh TIME LINES FOR MTOA (6.1) The start date of MTOA shall not be earlier than 5 months and later than 1 year from the last day of the month in which application has been made

  6. For all the applications received during a month, (6.2) CTU shall carry out the studies and circulate the results to the concerned STUs / RLDCs for comments by 15th day of the following month. . For comments/ studies fro RLDCs 15 to 25th. 10th day of the next month. Grant of MTOA Higher priority. MTOA seeking access for a longer time shall have a higher priority.

  7. GRANT OF MTOA (8.1) The CTU shall notify the following on 31stst day of March of each year: TTC for next year i.e. on 31st March, 2010, TTC shall be declared for period 1 April, 2011 to 31 Mar 2012. Total reliability margin considered. The grant of MTOA shall be subject to availability of transfer capacity of MTOA. Bank Guarantee transmission charges of six months or for the period for which MTOA is sought whichever is lesser,within 30 days from the grant of MTOA. (8.4)

  8. MTOA shall get cancelled automatically (8.6) Incase the MTOA agreement has not been signed or requisite bank guarantee has not been submitted by the applicant within the stipulated period, MTOA Intimation to RLDCs (8.7) Immediately after grant of medium-term open access, the nodal agency shall inform the RLDCs and SLDCs concerned so that they can consider the same while processing requests for STOA Demarcation of Responsibilities

  9. All scheduling 6 of 25 (9.1) system of each regional entity shall be treated and operated as a notional control area • Demarcation of Responsibilities algebraic summation of scheduled injection / drawal from long term, medium term open access and short-term open access shall provide the injection/drawal schedule of each regional entity, and this shall be determined in advance on daily basis. In case MTOA customer is an intra-State entity, then the Scheduling and accounting responsibility will fall under the jurisdiction of respective SLDCs. All scheduling issues including energy accounting shall be settled by the MTOA customer directly with the respective SLDCs.

  10. (9.3) Revision of Schedule no revision in schedule once submitted at 3 PM In case it is observed by RLDCs that the MTOA customer request for scheduling is consistently (for more than 5 days) lower than thecapacity granted by the Nodal Agency (i.e.; CTU), RLDC mayissue a notice to such MTOA customer asking the reasons for such under-utilization. The MTOA customer shall furnish the reasons for such under-utilization and will provide such details like the reduced requirement, likely period, etc. by the following day. The un-utilized transfer capability will then be released for scheduling of Short-term open access (10) CURTAILMENT No refund of transmission charges shall be made due to curtailment.

  11. TRANSMISSION CHARGES 12.2 The transmission charges for inter-State transmission system shall be paid directly to the CTU or the transmission licensee as the case may be. CTU shall be entitled to charge 2% of the transmission charges collected as administrative charges subject to the approval of CERC Such administrative charges shall be deducted before passing on the credit to the other LTOA and MTOA customers. Charges paid directly to the Regional Load Despatch Centre or the State Load Despatch Centre concerned.

  12. 6.2 CTU may intimate the details of MTOA applications to the concerned RLDCs at earlier date for simultaneous study by RLDC/RLDCs For comments/ Study by RLDC may be given at least 15 days period. 8.7 Along with the intimation , the revised /updated total MTOA schedule (Region wise) may be intimated to concerned RLDCs in order to arrive at the margin available for processing of STOA transactions. 9.3 If under utilisation is more than 5 days , it shall be made mandatory for the MTOA customer to intimate RLDCs the reason for under utilisations .Issuing notice by RLDC and subsequent delay for the reply from MTOA customer for the under utilizations details may hinter timely allocation for STOA . 6.2
