Changes to Funding Policy Changes to the Learnerships Funding Policy • The policy has been divided into two, with all the implementation issues contained as Annexures. • This policy contains Non-performance criteria and remedies. • The amounts to be paid per individual have changed for Standard Learnerships. • The changes are in line with the National Skills Development Strategy imperatives and the Department of Labour Service Level Agreement.

Policy Criteria Policy Criteria • Applicants exempt by law from paying Skills Development Levies will be considered if the applicants are registered with INSETA (Proof of exemption must be submitted). • In the case of SMME’s - the number of learners applied for must not exceed the number of permanent staff employed by the SMME. • The Lead Company needs to provide INSETA with financial statements which indicate that they have sufficient cash flow to cover the first three months providers’ fees and learners’ salaries.

Policy Criteria (cont) Policy Criteria (cont.) • Evidence of sufficient physical resources must be available for the learners, for the on-job component of the Learnership. • The lead employer needs to provide evidence that they have mechanisms in place to support disabled learners (e.g. Occupational Therapists, physical resources etc.).

Policy Criteria (cont) Policy Criteria (cont.) • In order to be awarded a grant, evidence of workplace readiness for the on-job component of the Learnership needs to be forwarded to the SETA: this is • A job description for the learner needs to be provided, which is aligned to the unit standards of the qualification towards which they are studying. • A Learnerships Coordinator must be available in the company. • Evidence of interaction between the provider and the Learnership coordinator for the purposes of workplace assessment competence, (SLA).

Policy Criteria (cont) Policy Criteria (cont.) • Grant allocations will be capped at a maximum of 20% of the 1% for INSETA levy-paying companies, according to availability of funds for Learnerships. • INSETA will require monthly payroll schedules to be submitted. • INSETA will appoint a 4th party to manage the Learner allowance payments, should the lead employer default in any way.

Exclusions Exclusions • In the absence of a Letter of Commitment from a host employer which indicates that the Learnership applied for is aligned to address the scarce skills and critical skills gaps. • Learnerships that are not in the spirit and purport of the Financial Sector Charter. • Learnerships, where an indication of previous wastage of funds occurred. • Commencement of training activities prior to INSETA Grant Application Approval (Applies to the Standard Learnerships only).

Application Dates Application Dates • Application Dates: • Learnership Grant Applications to INSETA open on 15 September 2005 and close on 31 October 2005. • Approval of the Grant Applications will be conveyed to the applicant from 1 November up to 15 December 2005. • All Learnership Agreements will be signed by 15 February 2006. • From Year 7 (1 April 2006) onwards the following dates will apply: • Applications for Learnership Grants will open 1 April and close 30 June. • Approvals will follow from 1 July till 30 September. • Agreements will be signed between 1 October and 15 December.
