  2. Service Measurement • Two Measurement Systems • EXFC – IBM (Planet Code) • UNEX – IPC/RI (RFID-Transponder)

  3. EXFC • Measures only the transit that is in the domestic mailstream. • International measurement is not an “end to end” system.

  4. EXFC • Export • Measurement begins with induction in mailbox – included in IBM EXFC Domestic bundles. • Measurement ends with last Planet Code read at ISC. • On time if processed by 2000 “J+1”

  5. EXFC • Import • Measurement begins with processing operation where mail piece receives its first Planet Code or ID tag read. • Follows the same measurement criteria as domestic. • OND, 2Day, 3Day

  6. EXFC • Effective October 1, 2006, the International EXFC (INTL) has been rolled into domestic EXFC for FY 2007 NPA purposes.

  7. UNEX • Radio Frequency Identifiers (RFID) inserted in mail pieces are used for this measurement. • Read at “gates” installed at AMC’s, ATO’s, P&DC’s and ISC’s.

  8. UNEX • Import • *Measurement starts with first RFID read. • CET = 1700 • Measurement ends at delivery (reporter submits receipt via computer) *If mail pieces enters Customs the clock is reset when a RFID read occurs as exiting Customs.

  9. UNEX • Export • Measurement begins at induction into collection box. • Domestic service standards apply from induction to ISC. • Measurement ends with RFID read at ISC dispatch.

  10. Service Measurement • Outbound Leg Performance • Leg 1 – Induction to Last Read at US ISC • Leg 2 – Transportation (Last Read in US to First Read at Foreign Post) • Leg 3 – First Read at Foreign Post to Delivery in Foreign Country

Service Measurement • Inbound Leg Performance • Leg 1 – Induction to Last Read at Foreign Post • Leg 2 – Transportation (Last Read at Foreign Post to First Read at US ISC) • Leg 3 – First Read at US ISC or * Out-of- Customs scan to Delivery in US *If mail piece enters Customs the start the clock is reset to the Out-of-Customs scan.
