3. Register Basics • S53 NRSWA requires a STREET AUTHORITY to maintain a Register of all street works, and other prescribed works. • Register can also be a notice management system, but must fulfil roles of both. • Can be either a local or central Register, eg ‘London Works’ or Elgin ? • Data needs to be kept for 6 years beyond guarantee date.

4. Form of Registers • Electronic. • GIS by April 2009. • NSG, complying with BS7666: 2006 Pt 1. • Use a common, National geographical dataset - DNF. (www.dnf.org) • DNF – a National, consistent way of constructing streets on a jct to jct basis using rd centreline.

5. Register Content • Notices. • Directions; S56, S58, S66, S62 • SED’s, TS and protected street & rd cat details. • Schedule 4 details. • Proposed classifications. (TS, SED etc) • ALL streets. (private, prospectively maint etc) • Consents to work in a prot street (S61) • Details of licences (S50). • Details of any ‘unknown’ apparatus reported. • Notices to SU’s of highway works. • Rd closures & diversions under S14 RTRA 1984. • Details of authority works.

6. Register Access • Free access to Register 08:00 -16:30 on weekdays. • Registers to go on web – Elgin etc. • Website searchable using NSG / street name. • Highways Agency has it’s own way of disseminating info. • SU can nominate info as being restricted. • Restricted info must not be made publicly available. • Phone no’s etc must not go on Register web site.

8. NSG Basics • BS7666 2006, Pt 1. Level 3 • Street Authorities responsibility to create. (Based on NLPG data) • Must contain ALL streets. • All NRSWA info linked to a type 1 or 2 USRN. • Prov street used where an SU cannot find a valid ref on an authorities gaz. • Motorway & Trunk Roads have the option to use a different referencing system. TRSG ! • LHA’s need to consult others who have added ASD to their gaz before making changes.

Downloading / Uploading • LSG / ASD is not included in the XML format yet. • LSG / ASD to be uploaded & downloaded using FTP / csv. • Authority OD files uploaded via XML. • Other ‘interested parties’ to submit records to hub to declare an interest. • LSG / ASD updates on a monthly basis. • SU OD files sent to authorities via XML.

14. Protected Streets • S61 NRSWA. • Strategic streets, high traffic. SU’s must have an alternative street. • Usually applied to new streets. • No new apparatus except by approval. • Works in verges not usually affected. • Highway works should be carried out at weekends / night.

Special Eng Difficulties • S63 NRSWA. • Bridges, ret walls, cuttings & embankments, structures, subways, tramways, culverts, special SU apparatus, pipelines & eng probs. • Desigs on request from 3rd party. • Cellar owners should contact authority. • Works near known cellars - Need to contact cellar owners.

16. Traffic Sensitive Streets • S64 NRSWA. • Total flow per lane= more than 500 v / hr. • C’way less than 6.5m wide + total flow=more than 600 v / hr. • Street in a congestion charge area. • Traffic flow is more than 25% HGVs. • More than 8 buses / hr. • Salt route. • Street is within 100m of a signalised junction, gyratory or roundabout. • Ped flow of at least 1,300 pedestrians / hr / m width. • Tourist route, or significant event route. (Olympics).

17. Making Designations • Street Authority Gives (at least) 1 months notice to; • All utility co’s • All local authorities with an interest. • Police & emergency services. • Passenger transport executives. • Any interested person / organisation. • Property occupiers (for protected streets) • Notice added to website (for Protected Streets) • Need to include criteria (TS streets). • At the end of the notice period the Street Authority must consider any objections. • Add ‘provisional status’ to Register whilst notice is running. Add to ASD once approved.

18. Withdrawing Designations • Need to undertake periodic reviews. • 3rd Parties can ask for desigs to be reviewed. • Designation ‘originators’ must be consulted before withdrawing. • ASD updated and desig is then withdrawn. • Decision details added to REGISTER. • Must consult with anyone entitled to a notice for MAKING a desig.

19. Conclusions • Registers need to hold a lot more info. • Documentation trails needed. • More reviews of LSG / ASD data. Especially for TS streets. • Need to tighten up procedures for designations. • ASD is potentially a lot more ‘useful’.
