  3. Introduction • OSHA 1994 stated the responsibilities of employer and employees • Statistics shown that industrial accident cases is comparatively high in the local SMI as compare to the MNC.

  4. Industrial trend to out-source for more competitive product cost • More effective and efficient on the specific work that out-sourced to specialty contractor • But: • Short term contract – contractor with higher number of foreign workers tends to sacrifice safety standard by cost cutting • Foreign worker is poor in safety awareness due to the education background and the difference standard of safety requirement in their home country

Study Objectives • To assess the compliance of occupational safety and health against the local legal requirement and company requirement. • To assess the level of safety awareness for local and foreign worker. • To identify the gaps for both safety awareness and OSH compliance between for the in-house and regular contractors. • To provide recommendation and necessary actions to the improve / enhance the OHS management system for in house and regular contractors.

Scope of Study • This study covers the below in house contractors including the local and foreign workers and their management and non management staff: • Facilities management – 18 (2 + 16, all local) • Cleaning services – 160 (4 + 156, 156 foreigners) • Cafeteria (3 + 20, all local) • Waste Management (1 + 3, 2 foreigners)

  7. Method of Study • Study to be carried out in tobacco manufacturing factory • Survey questionaire will be distributed to all the staffs from the regular in house contractors • Feedback received will be analyse statistically and validated. • Generate the co-relation based on the survey conducted.

  8. Discussion • From the results of study, possible conclusion can be made on: • Assessment of compliance • Assessment of awareness • Gap analysis • Recommendation for improvement through a numbers of hypothesis made.

  9. Possible Problem • Incomplete data • Unco-operative respondants • Number of survey responded is far below the minimum number.
