  4. Priority Action Step • Link workforce development agencies and training providers (community colleges, public/private universities and colleges, labor organizations, technical schools, etc) with businesses and emerging industries.

  5. Objectives • Implementing the workforce priority action step • Identifying best practices • Undertaking a pilot project

  6. Measuring Success • Formalized, strategic arrangements • equipping incumbent workers • Growth in selected sectors. • Placing workers in jobs
