This document outlines critical wildlife protection measures aimed at preserving mountain goat winter ranges. It prohibits the construction of permanent access roads within or near winter ranges, mandates control measures for temporary access roads to prevent motor vehicle entry, and outlines regulations on industrial activities such as harvesting and silviculture. Key provisions include seasonal restrictions on industrial activities, limitations on helicopter access, and specific harvesting guidelines to ensure sustainable forest management while supporting goat populations.

Proposed General Wildlife Measures • Access • Do not construct permanent access roads within mountain goat winter ranges or within 500 metres adjacent to goat winter ranges. • Temporary access roads 500 metres from winter ranges or inside winter ranges will have access control measures in place that effectively block motor vehicle access by November 1 each year until industrial activity is complete • All roads within 500 m of winter ranges will remain un-plowed. • Temporary roads will be de-constructed for effective access control within two years or upon completion of industrial activity if earlier than two years. • (will work on definitions of industrial activity, deconstruction and permanent/temporary access roads, and green up before June 15)
Proposed General Wildlife Measures • Harvesting and silviculture • Industrial activities must not occur from November 1-July 15 within goat winter ranges or within 500 metres of winter ranges. • Helicopter access, heli-logging and blasting will not occur within 2000 m horizontal and 400 m vertical distance of mountain goat winter ranges. • Cut-blocks must not exceed 5 ha, or 200 meters in one dimension, and • Forest harvest is to reflect a minimum 3 pass system with a 80-year rotation in lodgepole pine leading forests, and a 120-year rotation in forests of other leading types OR • Forest harvesting will result in a green up height of 3.5 metres over a 3 pass rotation
