  2. The National Statistical System Includes all agencies in Uganda that gather and use statistical data i.e. producers, Users, Suppliers, and Researchers

  3. Key concepts in Statistics • Metadata is a set of written statements that show a comprehensive framework of data compilation and dissemination practices including short and long term plans for improvement. • Indicator: • A device, measure, gauge, barometer, index, mark, sign - for providing specific information on a status of something

  4. Important Programs for the Monitoring and Evaluation Processes in Uganda using statistics

CURRENT STATUS OF THE NSS • Most Sectors/Institutions produce relevant data, but most of it is inaccurate, incomplete, inconsistent and untimely, which limits its usefulness. • Collaboration within and across Sectors is very weak – thus leading to duplication of efforts and wastage of scarce resources.

  6. CURRENT STATUS OF THE NSS….. • Most Sectors/Institutions do not have a budget line for statistics units • Most Sectors other than UBOS and BOU lack need technical skills for collecting, analyzing and reporting data/information.

  7. CURRENT STATUS OF THE NSS…. • Limited physical infrastructure such as computers and vehicles • Limited statistical infrastructure such as sampling frames, databases, standards and codes.

  8. CURRENT STATUS OF THE NSS…. • The policy makers and the general public do not appreciate the importance of statistics. • Following decentralization, districts are no longer under obligation to supply statistics to Ministries.

  9. DEVELOPMENT OF A HARMONISED NSS • Developing a composite National Statistical Strategy (PNSD) is a requisite to management for results • Development of Sector Strategic Plans for Statistics is a starting point by ; • Assessment of Data needs and utilisation • Improving Statistical production and data quality • Streamlining Institutional arrangements • Strengthening Human resource capacity

  10. DEVELOPMENT OF A HARMONISED NSS • Revising Legal framework • Improving Infrastructure (Physical & Statistical) • Developing Statistical work programmes • Advocating for funding for Statistics • Institutionalizing Statistical advocacy

  11. Rationale for the new strategic direction • To support national statistical priorities in the light of the recently revised PEAP outcome indicators and evolving policy processes, including decentralization • The renewed interest in monitoring and evaluation which puts much more emphasis on the quality of survey data and administrative data. (NIMES)

  12. Champions of the PNSD • Head of Public Service/Secretary to cabinet • Permanent Secretaries • Technical Managers in Sectors • Donors

  13. Implications for the PNSD • The demand for results presents both challenges and opportunities for the NSS • Uncertainty on funding eg. Statistics programmes at all levels • Sequencing activities of the policy making cycle with the data production cycle (NIMES/PNSD) • Prioritisation of statistical functions by line ministries and other government agencies
