Proposal | Utilize components of existing McPherson Research Park Master Plan and District Conceptual Plan while incorporating additional suggestions for improvement • Remove Housing Component • Preserve Historic District • Allocate space for an Entertainment Production Studio • Allocate space for a Sports complex • Incorporate a Multi-Use Center • Allocate space for Commercial Businesses, including Bio-Medical Research

Implementation | 3 – 5 Year build-out plan commencing in 2014, after the successful completion of the property clean-out • Financing • Acquire approval from the State of Georgia deeming McPherson as a Tax Allocated District (TAD) • Ideally utilizing existing tax as opposed to a tax increase • Establish Private-Public Partnerships • Initiate bidding process for Entertainment and Commercial Program Components • Utilize TAD funding for community accessible Sport Complex and Multi-Use Center

Entertainment Production Studio • Provide a facility for a proven Georgia revenue generating industry • Utilizes the 2008 Georgia Entertainment Industry Investment Act • 20% flat tax credit on expenditures in Georgia • Additional 10% if movie production includes a Georgia logo • Industry growth of 400% since 2005 • Social and Economic Impact • Prior to 2008 - 1 film production in Georgia • Last 2 years – 26 film productions in Georgia • One film generated $30 Million in revenue

  7. Sporting complex • Makes Atlanta competitive to other markets in untapped sporting venues • Tennis Facilities • Field Hockey • Lacrosse • Available for events, tournaments, camps, and academies • Social and Economic Impact • Job creation • Community development and involvement

Multi-Use Center • Corporate Housing, Hotel, and Food Service Facility • Utilized for Conference Events, Research Presentations, and/or Lectures • Accessible to all components of development plan(Historical District, Sport Complex, Production Studio, and Commercial Usage) • Available to outside vendersfor rental • Desirable due to close proximity to airport • Social and Economic Impact • Revenue Generation • Job Creation
