    4. Peer Review Process

    5. What is Peer Review? A process in which local government practitioners from one or more local governments are invited to review the operations of the other authority

    6. What it is not.. A peer review is not an inspection Rather it is a supportive review undertaken by friends, although they may sometimes be critical friends

    7. Why Peer Review? For the authority under review to have their areas of strength and achievements noted and those areas of governance in which they are weak and therefore need improvement identified.

    8. Areas of Focus The Peer Review exercise focused on the following five critical elements:- Participation/Democracy Effectiveness/efficiency Equity Transparency & Accountability Security and Social Welfare

Methodology of the PR Process The PR Process was carried out as follows:- Peer identification and invitation Reviewee submitting documents to reviewer Reviewer visiting reviewee Reviewer meets councillors and management Meeting with UCAZ Presentations and exhibitions by Reviewer Meeting with stakeholders (oral evidence) Tour of the city

Methodology of the PR Process Preliminary report of findings to Mayor and Town Clerk Report back meetings to all stakeholders Signing of MOU e.g. on Twinning Final report compilation and submission Reviewee develops change plans Implementation of change plans Further exchange Peer Review visits.

    11. LESSONS LEARNT A peer can point out some of the governance issues that we often take for granted. Towns and cities in Africa can have a twin/link relationship where they can better understand each others problems/challenges and develop home grown solutions. All stakeholders (no matter what class, colour or tribe) need to be consulted and involved in civic affairs. All must be heard! There must be tolerance of diverse opinions and views.

LESSONS LEARNT There must be a deliberate council will on gender mainstreaming Effective communication strategies have to be put in place Security, peace and tranquility of a city is best invested in its City Police Executive Mayoral System can transform cities into transparent and accountable organizations New technologies and skills as applied by the other peer

    13. BENEFITS Signed a Memorandum of Understanding on Twinning Private Partnerships with stakeholders Participatory Budgeting Exchange visits Council to Council -People to People -Officer to Officer Friendship/Comrades
