  3. Issues in the present Housing Policy; → Needs reliable assessment for planning; → A never ending process; → Antiquated and uniform design; → Local technologies dying out; → Energy profligacy; → Promotes rent seeking; → No accrual of additional skills; → Promotes dependency;

New Principles for Housing for All → Firm Assessment of Houselessness; → Elimination of Houselessness; → Converting all Kaccha houses into pucca houses; → Eco-friendly construction; → Spacious houses for a family; → Technology, social, livelihood and motivational gains; → Time bound implementation; → Within the 112th Plan Period (2012-17)

Finding Money for HFA → Evolution of Bankable Schemes for BPL& APL; → Committee set under the Chairman Rural Housing Bank; → Central Grants to be used for leveraging funds; → Central Releases to be used for front-back end subsidy; → Funds from several sources to be pooled; → Repayment long term; → NREGA linked programme;

Upgraded Technology → Time –warped construction technologies; → Use of new construction materials hollow, sun-dried, random-rubble block bricks etc; → Use of locally available materials like compressed bamboo doors, cement-treated bamboo walls, new load designs etc; → New load bearing and other construction technologies; → Need to capture large number of experiments made; → Make experiments with new materials; → Stronger, lighter and cost-effective;

Skill Gains → Must result in comprehensive Skill Gains; → Training for masons at the village level; → Curricula to use a blend of local & state-of-the art technologies; → Certification process to follow; → SHGs to also specialise in construction work; → Can take up urban and other employment in post or during the project period;

  9. Design Gains → Large number of appropriate local designs exist; → Being overlooked by standardised design; → Energy inefficient and weather unfriendly; → No disaster proofing in our houses; → Eco-unfriendly; → Injures aesthetic sense; → Lack of living comfort; → Not cost effective;

  10. Organising the HfA → Cannot be managed by the conventional work structure; → Need to create & manage a movement; → General Body comprising different streams; → Alliance and MoU with associations and builders; → Integration of the Training & Technical Institutions; → National Council for HfA; → State Council for HfA; → Use of the District & Gram Panchayats; → SHGs and their Federations to have a major role;
