Efficient Wastewater Energy Use Program in New Mexico

Join us at New Mexico's Infrastructure Conference on October 25, 2018 to learn about the WasteNot program's pilot efforts to enhance energy efficiency at wastewater treatment plants. Explore how the program aims to utilize Energy Performance Contracting and track energy consumption for improvements. Discover the seven key elements of this initiative and its timeline, featuring upgrades and documentation for New Mexico communities. Engage with partners such as Ruidoso, Taos, Tucumcari, Española, and Mora, and explore the energy tracking tools offered by DOE Portfolio Manager. Learn about the benefits of investment-grade energy audits and potential cost savings. For more information or to get involved, contact Program Manager Mark Gaiser at 505-476-3318 or visit the WasteNot webpage at http://www.emnrd.state.nm.us/ECMD/wastewaterefficiencyprogram.html. Don't miss this opportunity to promote a more sustainable future for wastewater treatment in New Mexico!

  1. New Mexico Infrastructure ConferenceOctober 25, 2018WasteNot Program Mark Gaiser, Program Manager Jeremy Lewis, Bureau Chief US Department of Energy Energy Efficiency & Renewable Energy Program Award Number DE-EE0007225

  2. WasteNot Program Goals • A pilot program to improve Energy Efficiency at five New Mexico Wastewater Treatment Plants. 1Q 2016 to late-2018. • Expand the use of Energy Performance Contracting to Wastewater Plants • This WasteNot program has seven main elements • Track energy usage with the DOE Portfolio Manager. • Perform an energy audit of the wastewater treatment plants. • Identify funding sources for system upgrades. • Perform upgrades. • Upgraded results to be tracked and compared to baseline. • Document this process with a How-To Guide for New Mexico Communities. • Promote the results of this program.

  3. Ruidoso RWW Plant Controls Aeration Blowers Taos WW Plant Power Service Basin Aeration

  4. Tucumcari WW Plant Power Meter Backup Power Pump Room UV Water Treatment

  5. WasteNot Program Timeline • 2015 DOE Award, Community Partner Selection, and MOU agreements • Q1 2016 Kickoff meeting • Q2 2016 Collect basic information on each wastewater plant. Summarize information and challenges for each community. Start Portfolio Manager training and data entry. • Q4 2016 Complete training with Portfolio Manager. Have the baseline data available as more data is added to system. Energy Audits underway at the plants. Summary of audit findings assembled. • Q3 2017 Audits certified and presented to partners. Partners to develop energy conservation plans and potential energy efficiency upgrades. • Q4 2017 – 2018, Implementation of conservation and upgrade plans. Partners track results. • 2018 – Create and Deliver How-To Guide.

  6. Espanola WW Plant Aeration Blowers – Very Large Aeration Basin UV Treatment – replaced Water Clarifier

  7. WasteNot Partners • Introduction of partners and issues • City of Española – identified system changes to reduce energy consumption • Mora Mutual Water and Sewer Association – design/build system not functioning well, system revisions in work postponed the energy audit • Village of Ruidoso – system maintenance costs, electric meter setup and rates • Town of Taos – power quality issues • City of Tucumcari – Manager Calvin Henson – system very well run

  8. Mora WW Plant Old Sewage Lagoon Controls Aeration Blowers Inflow Measurement Weir

  9. WasteNot Program Partner • Value for Partners: • Energy Tracking Tool • DOE Portfolio Manager – free tool to monitor, track, and display energy use • https://www.energystar.gov/buildings/facility-owners-and-managers/existing-buildings/use-portfolio-manager • https://www.energystar.gov/sites/default/files/tools/DataTrends_Wastewater_20150129.pdf • Get communities started in tracking their energy use • Investment Grade Energy Audit • The audit, under good leadership, can assess more than just energy usage • Even if the plant is well run, the audit is important • Potential to Save $ • Energy dollars can be saved • Process changes may make the plant a better neighbor • Understanding of how well the plant is operating
