HistoryTransforming the Way we Acquire IT • Oct 2008 - VA incorporates Agile Development for creation of automated system for processing claims under Post 9/11 GI Bill • March 2009 - President directs Agencies to save through contract reform • March 2009 - VA stood-up the Technology Acquisition Center (TAC) to provide dedicated acquisition support for purchase of VA’s IT requirements • April 2009 - Roger Baker named VA’s CIO • June 2009 - VA implemented Program Management Accountability System (PMAS) • Oct 2009 - VA mandates use of ProPath – Companion Tool Set for PMAS • Dec 2009 - VA held first Supplier Relationship Transformation Forum • April 2010 - GAO issues report with concern of lack of govt-wide policy for overseeing MAC and enterprise contracts • Jul 2010 - VA released RFP for T4 – Enterprise Contract Vehicle for VA IT service requirements Issue: Many VA Programs were significantly behind schedule and over Budget Estimates

Agile Development • Agile Development Guidelines/Goals • Small increments, minimal planning • Dynamic, maximize requirements/development flexibility • Short turn around, multiple iterations/sprints • Highly collaborative environment • Concentrate on end product/deliverable…… • ………then adapt and continue • Evolve documentation • However need to - • Develop acquisition strategies that supports Agile Dev • Define sufficiently to implement on a FFP basis • Include incremental deliverables with increased functionality Agile software development is: An iterative and incremental (evolutionary) approach to software development performed in a highly collaborative manner by self-organizing teams within an effective governance framework that produces high quality software in a cost effective and timely manner which meets the changing needs of its stakeholders.
