  3. 1. CIS: History, Functions and Divisions • Throughout its history, the Center for Informatics and Statistics (CIS) has three names. • In 1982, the Information Center for Agriculture and Rural Development (ICARD) was established. • In 1999, the Informatics Center was merged with ICARD to be ICARD. • In 2004, the name of ICARD was changed to the Informatics Center (IC). • In 2006, the name of IC was changed to CIS. • In 2008, the Ministry of Fishery (MoF) was merged to MARD; consequently, the Fishery Information Center of MoF was merged to CIS. • Currently, CIS’ offices situated in three places: Ngoc Ha Street and Nguyen Cong Hoan street in Hanoi; and 135 Pasteur, 3 District, Ho Chi Minh city. • CIS is a state center under MARD: • Similar to other state centers under MARD (i.e. National Extension Centre), CIS have public business functions with MARD’s strict regulations about prices and supply quantities. These centers usually do not have management functions. • Unlike other centers, since 2005, CIS has both management and business functions in fields of informatics and statistics. • In terms of training, CIS can provide certificates about statistics and informatics for trainees of MARD.

(Cont.) • CIS has a Director Board and 10 divisions. • Unlike other divisions under CIS, Information and Publication Division has a sub-division, a printing unit; and the Statistics Division has provincial temporary statisticians of over 100 staffs.

The Statistical System under MARD • Before 2006, GSO was the only government organization having state or official responsibility to collect and publish statistical data for all physical and service products in Vietnam, including agriculture, fishery, and forestry data.

The Statuses of Datasets of MARD and Managed by CIS • CIS has about 30 datasets • CIS currently has 4 big datasets. • The largest dataset is the daily/weekly price datasets. • The second largest current dataset is the monthly HS export-import dataset. • The third largest dataset is the monthly production progress dataset sent via the on-line administrative reporting system. • The fourth largest datasets are annual survey dataset 15 survey datasets conducted since 2012.

Current dificulties to write the monthly rice outlook • The current dataset of rice growing in my center is not good enough: • Dataset stored in our servers with the data presented in the monthly statistical report are not consistent. • The data presented in different monthly statistical report are not consistent. • The Vietnamese name of rice seasons is not clear yet. • The seedling and harvesting time of rice seasons is not clear yet. • My group usually check and ask ourselfves why we cannot send the rice outlook rightly. • If in Vietnamese side, we can store and organise the production progress dataset well, we can do better for the rice outlook.
