NATIONAL FOOD SECURITY MISSION- Strategies • Special emphasis on enhancement of Rice productivity through area expansion, creation of irrigation potential, integrated nutrient management and seed replacement. • Encouragement of double cropping in suitable areas. • Popularization of Rice-specific implements & farm machineries suitable for different agro ecological situations. • Area expansion under coarse grains especially Maize. • Enhancement of Pulses production • Promotion of integrated farming system involving Horticulture, Livestock and Fishery sectors to ensure nutritional security. • Minimizing post harvest losses by proper Post harvest management practices. • Revamping of Agricultural Extension Services through ATMA scheme for effective transfer of improved technology. Action plan for the above strategies shall be prepared for submission after detailed guidelines are received .

  4. AREA & ANTICIPATED PRODUCTION OF MAJOR KHARIF CROPS2007-08 Due to excessive rainfall ,about 5-8% shortfall in production of Kharif crops anticipated

INPUT ARRANGEMENT FOR RABI-2007 • Seeds: - The total requirement for Rabi Seed is 3000 Qtl. out of which 600 Qtl. of different crop seed is indented for supply to the dealers of NSC and rest 2400 Qtl. of seed is being arranged from state seed farm, other state seed dealers and private seed agencies. . • Fertilizer: - Fertilizer supply plan is already finalized at zonal conference held at Aizawl recently. The requirement of different chemical fertiliser are: Urea : 300 MT SSP : 200 MT DAP : 260 MT MOP : 100 MT • Organic Manures: - • 2000 Qtls. of enriched compost has been distributed alongwith 500 Qtl. of Vermicompost during Kharif-2007. .

  7. NATIONAL WATERSHED DEVELOPMENT PROJECT IN RAINFED AREAS(NWDPRA) NO.OF PROJECTS (Xth PLAN) : 45Nos. TARGET AREA FOR TREATMENT( Xth PLAN) : 22500ha. TOTA FINANCIAL REQUIREMENT(Xth PLAN) : 1350.00 lakhs AREA TREATED UPTO 2005-06 : 13370 ha. AREA TREATED DURING 2006-07 : 9005 ha TOTAL AREA TREATED DURING Xth PLAN : 22375 ha. EXPENDITURE DURING 2006-07 : Rs.547.12 lakh. EXPENDITURE UPTO 2005-06 : Rs.802.25 lakhs TOTAL EXPENDITURE DURING Xth PLAN : Rs.1349.37 lakhs. 22375 ha area treated against Target of 22500 ha during Xth PLAN period. ACHIEVEMENT = 99.4%(Physical) & 99.9%(Financial)

  8. TARGET AREA TO BE TREATED UNDER NWDPRADURING XI th PLAN • No.of projects proposed : 85 • Treatable area of each project : 500 ha • Total area to be treated : 42500 ha • Amount required @ Rs.6000/ per ha : Rs.2550 lakhs • Tentatively 1(one) project in each block for 85 Blocks to be taken up.

FOLLOW UP OF THE NDC RESOLUTION ON AGRICULTURE Less than 3 % of the state’s plan outlay is available for Crop husbandry sector which is too meager for developmental and related logistic supports. In order to achieve desired growth in farm sector and to strive for food and nutritional security , substantial investment through Additional Central Assistance (ACA) is most essential in view of dearth of fiscal resource. Areas identified for ACA in Crop Husbandry sector are outlined as under : • Creation of more irrigation facility. • Enhancement of cereals & pulse production by area expansion, INM etc. • Intensive seed production programme through Govt.Seed farms and private seed producers. • Cash crop development with special focus on Potato, Ginger and Mustard. • Creation of Trial & Research infrastructure at agro ecological zone basis for R&D support. • Treatment of acid soil ,fertility mapping and improvement of soil health. • Improvement of training infrastructure (Kisan Ghar,Training halls) • Establishment of Soil , Seed testing and Bio control Laboratory for the eastern part of Arunachal Pradesh. • Improvement of rural connectivity (major crop growing areas to be connected with all weather metalled roads) for smooth movement of marketable surpluses.

Provision of market infrastructure, processing and storage facilities. • Application of ICT in agriculture. • Promotion of Integrated farming system approach-involvement of Horticulture, Livestock and fishery sectors in the farming operation. • Revitalization of Extension services with focus on market led extension, Public-Private-Partnership (PPP) in production to processing/packaging and marketing.
