Statement of Purpose This interactive workshop will provide attendees an opportunity to learn from the FDA about some of our current and future food defense planning tools and resources, while also providing exposure to the latest tool the - Food Related Emergency Exercise Bundle (FREE-B). A demonstration of the FREE-B will be held via a walk-through of one of the exercises, illustrating how flexible and functional these scenarios are in addressing the needs of our State, local, Tribal and territorial regulatory partners.

  14. What is Food Defense? • Food Defense– the efforts to prevent intentional contamination of food productsby biological, chemical, physical, or radiological agents that are not reasonably likely to occur in the food supply • Human intervention as the source of contamination

  33. Funding Opportunities While many of these funding opportunities are nearly or have closed, the intent of these slides is to raise your awareness as to the variety of grant/cooperative agreement funding opportunities that the FDA provides to our state and local partners.

Funding Opportunities Each year, FDA’s Division of Federal-State Relations (DFSR) sponsors several competitive grant/cooperative agreement programs related to food and feed safety and human health issues.  These grants/cooperative agreements provide Federal-State Agencies with the opportunity to enhance or develop new and existing programs intended to aid in safeguarding products intended for human or animal use. Grants and cooperative agreements are only available to State, local and Tribal governments interested in working on research and non-research projects.  Grants are designed to support Federal-State governments to diagnose, prevent, cure, treat, or mitigate disease (or other conditions).  The maximum grant or cooperative agreement amount and award period is specified in the Request for Applications (RFA). Innovative Food Defense Program These grants, up to $100k, are designed to generate food defense tools and resources that are easily replicated and can complement, aid in the development of, or improve State, local, Tribal and territorial (SLTT) food defense programs. 3 new recipients were awarded the IFDP grants for FY ’12. Several new proposals are being reviewed, presently.

  38. Innovative Food Defense Program The specific goal of this program is to generate products that complement, develop, or improve State and local food defense programs and which may then be applied to food defense programs nationwide.

To date, the FDA has funded greater than $800,000 to 11 sites Completed efforts, to date, include: A food defense toolkit for retail operations (Multnomah County, OR) A retail food establishment assessment / training tool (South Carolina) GIS / Emergency response and coordination tools Several that are still ‘open’ addressing education and training, IT / GIS related, consumer awareness campaigns… Innovative Food Defense Program

  40. FREE-B Workshops FDOT issued funs to support 9 ‘exercises’ utilizing the FREE-B tool. FDOT is seeking to evaluate the use of the FREE-B to improve / modify the tool moving forward. Additional funding might be made available , based on successes realized from most recent series of workshops.

Small Scientific Conference Grants • Grant funds are awarded to host an annual scientific conference, seminar, workshop, or symposium with a topic of interest and relevance to the FDA Center supporting the grant. • Awards up to $25,000 • Associations currently receiving funds are: National Environmental Health Association (NEHA). Association of Food and Drug Officials (AFDO), Association of American Feed Control Officials (AAFCO), National Egg Regulatory Officials (NERO), and Conference for Food Protection (CFP).

  42. Food Protection Task Force Grants This 5 yr, $10k per year award is designed to support meetings that foster communication, cooperation, and collaboration among state, local, and tribal food protection, public health, agriculture, and regulatory agencies within a respective state. Addresses food safety and food defense issues. In Fiscal Year 2010, the grant increased to $10,000 and the language was broadened to allow participating states to use funds not just for meetings, but for a wider array of food safety activities.   43. Rapid Response Teams The Food Protection RRTs conduct integrated, multiagency responses to all-hazards food and feed emergencies in various states across the Nation. Nine pilot RRTs are being developed through a multiyear cooperative agreement between FDA and State food regulatory partners. This cooperative agreement requires that these teams engage partners across disciplines and jurisdictions to build core capabilities and explore innovative approaches to response. Capacity Building • RFA for Building an Integrated Laboratory System to Advance the Safety of Food and Animal Feed (U18) Cooperative Agreement Program. • Intention: to facilitate long-term improvements to the national food and animal feed safety system by strengthening multi-disciplinary laboratory collaboration and equivalency. The advancement of ISO/IEC 17025:2005 laboratory accreditation for food and animal feed regulatory laboratories is a foundational component of building an integrated laboratory system for the advancement of public health.  • The provision of funding will establish a formal platform to build an integrated laboratory community consisting of State and local food regulatory laboratories and regulatory program managers.  • The laboratory community will advance the sharing, equivalency, and acceptability of laboratory results in support of public health goals. • Awards up to $1,500,000 per recipient per year (up to 5 years) • Application due before: July 16, 2012

  45. Capacity Building • Building the Capacity of Food Safety Entities to Protect Public Health in Response to a Notification under Section 1008 of the FD&C Act or a Recall of Foods (U18) Cooperative Agreement Program. • The intended outcome of this FOA is to facilitate long-term improvements to the national food safety system by building the capacity and capability of food safety entities to take appropriate action to protect the public health in response to a notification under section 1008 of the FD&C Act or a recall of food under the FD&C Act.   • Section 1008 of the FD&C Act provides that if FDA has credible evidence or information indicating that a shipment of imported food presents a threat of serious adverse health consequences or death to humans or animals, the Secretary shall provide notice and request the State to take appropriate action to protect the public health. • Awards up to $100,000 per recipient per year (up to 3 years) • Letter of intent due before: June 20, 2012 • Application due before: July 12, 2012

Capacity Building: • Building the Capacity of State, Local, Territorial, and Tribal Food Regulatory Agencies to Undertake Examinations, Inspections, Investigations, and other Related Food Safety Activities under Section 702 of the FD&C Act (U18) Cooperative Agreement Program. • Intention: to facilitate long-term improvements to the national food safety system to protect public health by building the capacity of food safety agencies to undertake examinations, inspections, and investigations and related food safety activities under Section 702 of the Food, Drug, and Cosmetic (FD&C) Act.  • The outcome of the work provided under this cooperative agreement will serve to advance an integrated national food safety system as well as meeting provisions of the Food Safety Modernization Act. • Awards up to $100,000 per recipient per year (up to 3 years) • Letter of intent due date: June 29, 2012 • Application due before: July 30, 2012

  47. Voluntary National Retail Food Regulatory Program Standards grants Intended to advance efforts for a nationally integrated food safety system by assisting retail food regulatory programs in achieving conformance with the Voluntary National Retail Food Regulatory Program Standards (VNRFRPS) or Retail Program Standards.  The Retail Prog. Standards apply to the operation & management of a retail food regulatory program that is focused on the reduction of risk factors known to cause or contribute to foodborne illness and to the promotion of active managerial control of these risk factors.  For additional information on the VNRFRPS, please contact your FDA Regional Retail Food Specialist.  • Awards up to $70,000 per recipient per year (up to 5 years) • Letter of intent due before: June 15, 2012 • Application due before: July 16, 2012

Conclusions • Need to prevent, detect, and respond to intentional contamination of the food supply: • Be aware of threats / use preventive measures to reduce vulnerability of food supply • Understand characteristics and tactics of aggressors, including disgruntled employees • Strengthen communication lines between industry and government • FDOT continues to provide outreach, tools and resources to build the Food Defense capacities needed both domestically and internationally • Everyone eats – everyone is potentially a target
