  4. Expand Self-Certification Program • Pilot program successful • 43 Design Professionals certified • Over 40 projects submitted • Increase eligibility in original program • Landscape, Inventory, Salvage • Civil G&D, Parking Lot Plans

  5. Expand Self-Certification Program • Expand to accept most building plans • Permit in one day • Remove 3rd party structural requirement • Replace with automatic City audit • City will complete audit within 30 days • Emphasis on structural issues

  6. Elimination of Some Permits • Safety and added value • Examples • Storage sheds • Water Heaters • Window Replacements

  7. Permits by Inspection Expansion • Mostly used for Tenant Improvements • Allow big box mercantile • Expand Residential eligibility

  8. Speed Up Plan Review • Process changes • Allow more options to phase construction • Expedite corrections • Staff Empowerment • Mentor and empower staff to find solutions • Allow flexibility on plan review extensions

  9. Streamline Plan Review • Reduce Fees • Change policy on Plan Review extensions • Reduce landscape per-sheet fee to $405

  11. Development • Expand online services • Explore privatizing some field inspections • Expand the use of “combo” inspector

Special Permits & Use Permits • Review all Special Permits and Use Permits to determine whether they are necessary any longer • Example: Nursing Homes require Special Permit, perhaps better served as use permit • Example, Use Permit required for dancing, indoors, at restaurants, perhaps no longer needed

  13. Streamline Design Review Process • Recommend referencing Design Review in Zoning Ordinance, but developing one set of regulations like Subdivision Regulations • Allows more flexibility and sensitivity to areas within areas of the city

  14. Reduce Hearing Process Time • Use of Internet as reliable source of official notice of hearings • Already require notice to surrounding land owners and posting of property • Save up to 10 days • Budget savings- money set aside every year for newspaper notification
