  1. INTERNATIONAL ATOMIC ENERGY AGENCYIAEA activities and documents related to CMFebruary 2007Csilla TOTH(IAEA, NSNI)

  2. Outline • IAEA • IAEA Safety Standards • IAEA documents and activities related toConfiguration Management (CM) • IAEA documents related to CM • Future plans on Configuration Management

  3. International Atomic Energy Agency (IAEA) • established as an autonomous organization under the United Nations (UN) in 1957 • world's foremost intergovernmental forumfor scientific and technical co-operation in the peaceful use of nuclear technology • 141 Member States IAEA HeadquartersVienna, Austria

  4. 500,000 plus monthly visits to the Agency’s WorldAtom web site 2 million plus records in the International Nuclear Information System(INIS) Agency’s largest bibliographic and reference database More than 100 publications issued (in print and electronic form) in 2006 IAEA at a Glance • 141 Member States • 50 years of international service since 1957 • 2,205 professional and support staffs • Budget : • $230 M: regular budget for 2006, • $ 30 M: supplemented by extra-budgetary contributions • $75 M: Technical cooperation fund in 2006 • 120 approved Coordinated Research Projects involving about 1,600 active research contracts and agreements.

  5. Departmental Structure of the IAEA Director General Mr. El Baradei Department of Technical Co-operation Ms. Ana Maria Cetto Department of Nuclear Energy Mr. A. Yuri Sokolov Department of Nuclear Safety Mr. T. Taniguchi Department of Safeguards Mr. O. Heinonen Department of Administration Mr. D. Waller Department of Nuclear SA Mr. W. Burkart

  6. NPP in Member States: Current Status 221 units more than20years operation Total 441 units 81 units more than30years operation Number of Units • Average age of operating NPPs is constantly increased: a role of ageing/life management becomes more important. • IAEA initiated ageing/life management activities in 1980s to: • facilitate information exchange among Member States; • create guidance documents on this subject. In 2006 Age of unit

  7. IAEA Statute (Article III.A.6) • “To establish or adopt… [in consultation with…] standards of safety for the protection of health and minimization of danger to life and property” • “…and to provide for the application of these standards”

  8. IAEA Safety Standards Series Hierarchy objectives, concepts, principles Fundamentals requirements that must be met (“shall”) Requirements recommendations (“should”) Guides

  9. THE SAFETY STANDARDS COVER SAFETY IN FIVE AREAS IAEA Safety Standards are available on: www.iaea.org OVERVIEW OF THE IAEA SAFETY STANDARDS

  10. APPLICATION OF THE IAEA SAFETY STANDARDS The conclusion from the presentations and from the questionnaires is that (what was already known for IAEA) the IAEA Safety Standards are recognized internationally, but the degree of recognition varies significantly. They are applied: • completely, • partially, • only as a reference, • not at all. • It was indicated during the meeting that some Member States have problems with the understanding of the language (wording) of the documents and this makes more difficult to use the SS. • There was a strong agreement about the fact that the high quality of IAEA SS is the common interest for all Member States. • There is a big change expected on the further use and application of IAEA SS by Member States as many MS started or will start a review process of their national Safety Requirements and a comparison between the new IAEA SS and their old national SS.

  11. Collection of inputs for the future review and revision process of IAEA Safety Standards for Design of NPPs The most relevant systematic way to collect inputs from Member States on the experience feedback on Application of IAEA Safety standards for the Design of NPPs for the future revision process are results from : • Consultancy Meetings • Technical Meetings • Design Safety Review Missions • Safety Analysis Report Review Procedure (SARRP)

  12. IAEA Background in Configuration Management Regular Budget • “Configuration Management in Nuclear Power Plants” (IAEA TECDOC 1335, issued January 2003) • “Application of Configuration Management in Nuclear Power Plants “ • (New IAEA Safety Report – draft –to issue in 2006) (Focus on examples of events and challenges to CM) • Technical Meeting on CM (Vienna-2005) Technical Cooperation Projects • European Regional Projects • Workshops on CM and Design Basis Documents (RER) • Country TC Projects (Bulgaria, Russia-2006) Extra budgetary Projects (China-2006)

  13. IAEA-TECDOC-1335 • TECDOC 1335 issued January 2003 • “Configuration Management in Nuclear Power Plants” • IAEA Guideline Document • Available on IAEA web site www.iaea.org

  14. IAEA-TECDOC-1335 Table of Contents 1. Introduction 2. Plant Configuration Management Program • Process for Improving the Existing Configuration Management Practice • Conclusion and Recommendations References Annexes A-J

  15. IAEA-TECDOC-1335 CM Objective from IAEA-TECDOC-1335 same as ANSI CM-1.0 -2000 ...speaking the same language

  16. Draft Safety Report “Application of Configuration Management in NPPs“ • The document is written primarily for operating organisations and technical support organisations but can also be used by regulatory organisations. • The purpose of this publication is not to provide a prescriptive set of actions that must be taken, but rather, to offer guidance for reviewing the situation and for establishing and maintaining an effective CM system. • The safety report highlights the safety aspects of configuration management and provides guidance on how to address issues related to this topic. Developed to provide practical applications • Focus on examples of • events and challenges to CM • advice on meeting challenges

  17. Draft Safety Report “Application of Configuration Management in NPPs“ Table of Contents 1. Introduction 2. Structuring and Improving CM 3. Applications of Configuration Management • Organisational and Human Factors aspects • Self Assessments and Performance Indicators • General Recommendations Annexes

  18. Draft Safety Report “Application of Configuration Management in NPPs“ CM Principles • Protect Design Basis – Ensure compliance with design basis • Modify the Plant – Design change control process • Operate the Plant – Keep operational configuration control at all times. • Maintain the Plant – Keep configuration during maintenance activities at all times. • Test the Plant – Review physical status of the plant in conformity with design basis.

  19. Future plans on Configuration Management • Extension of the RER project “Improvement of Design Basis and Configuration Management Documentation” (2007-2008) Same Objective: • To improve the Documentation of the Design Basis of NPPs • To improve the understanding of the interaction between the design basis documentation, Configuration Management and the safety and operation of the NPP . Same Participants: Armenia, Bulgaria, Czech Republic, Hungary, Lithuania, Romania, Russia, Slovakia, Slovenia, Ukraine • Workshops, Training courses under TC Country Projects • Revision of the Safety Requirements NS-R-2 (to include CM) • Publication of the Safety Report on “Application of Configuration Management in NPPs” • Safety Guide on Configuration Management ???
