  2. Birth of ASEAN On 8 August 1967, the Bangkok Declarationwas signed by the “Five ASEAN Founding Fathers”i.e. the Foreign Ministers of Indonesia, Malaysia, the Philippines, Singapore and Thailand, at Saranrom Palace, Bangkok, Thailand. Today, 8 August is considered to be “ASEAN Day”.

  4. ASEAN Timeline (1) August 1967- ASEAN established through the ASEAN (or Bangkok) Declaration by 5 countries (Indonesia, Malaysia, Philippines, Singapore, Thailand). February 1976- ASEAN-5 signed Treaty of Amity and Cooperation in Southeast Asia January1984- Brunei joined ASEAN January 1992 – Creation of the Common Effective Preferential Tariff (CEPT) Scheme for the ASEAN Free Trade Area (AFTA) July 1994 – Creation of ASEAN Regional Forum (ARF), a political-security forum participated by 10 ASEAN Member States and 10 dialogue partners

ASEAN Timeline (2) July 1995- Vietnam joined ASEAN July 1997- Laos and Myanmar joined ASEAN December 1997- ASEAN adopted ASEAN Vision 2020 . - ASEAN signed the SEA Nuclear Weapon Free Zone (also called the Bangkok Treaty of 1995) - ASEAN plus Three (APT) Cooperation was created to improve existing ties with China, Japan and South Korea April 1999 - Cambodia joined ASEAN

ASEAN Timeline (3) October 2003- ASEAN signed the Bali Concord II which is the catalyst for the creation of a single market and elimination of tariffs and non-tariffs within the region as well as the promotion of a democratic peace-keeping process. December 2005- First East Asia Summit (EAS) held with 16 countries in the East Asia region. December 2006- ASEAN granted UN observer status January 2007 – ASEAN leaders decided to accelerate the realization of the regional integration in 2015.

  7. ASEAN Timeline (4) November 2007 - signing of ASEAN Charter December 2008 - ASEAN leaders met and addressed the need to turn ASEAN into a legal entity that will create a single free trade area. January 2009 – FTA with Australia and Newzealan was undertaken February 2013 – First round of negotiations between ASEAN and the six major trading partners were held on the establishment of a Regional Comprehensive Economic Partnership (RCEP) which is expected to be concluded by 2019. 2015 – Establishment of the ASEAN Economic Community or AEC.

ASEAN- Turkey PoliticalRelation Milestones • 1999: Formed ties with ASEAN • 2010: Acceded to the Treaty of Amity and Cooperation in Southeast Asia (TAC) at the 43rd ASEAN Ministerial Meeting (AMM) in Viet Nam. • 2013: Attended the 46th AMM and 20th ASEAN Regional Forum (ARF) within the scope of 23rd ASEAN Summit as the guest of ASEAN Chair Brunei for the first time. • 2015: - Attended the 48th AMM in Malaysia. - Submitted Dialogue Partner application to ASEAN. • August 2017: Attended the 50th AMM in the Philippines and became the Sectoral Dialogue Partner (SDP) of ASEAN. • Turkey has opened embassies in all 10 ASEAN Member States, and 07 ASEAN Member States have embassies in Turkey which formed ASEAN Ankara Committee (AAC). * Source: ASEAN.org, MFA.

  29. Turkish Foreign Minister MevlütÇavuşoğlu attended the 50th ASEAN Foreign Ministers' Meeting in Manila, the Philippines in August 2017 and Turkey was granted the SectoralDialogue Partnership on this occasion.

ASEAN - Turkey trade and economic relations • FTAs: - Turkey signed FTAs with Malaysia and Singapore, is negotiating with Thailand and initiating the negotiation with Vietnam. • Tourism: - Number of tourist arrivals from Turkey to ASEAN: around 60.000 in 2018. Number of tourist arrivals from ASEAN to Turkey: around 300.000 in 2018. - Turkish Airlines direct flights: to 6 countries in ASEAN • Development: TIKA projects in ASEAN: cost nearly 147,8 million USD between 2005 and 2015. * * Source: TUIK, MFA

Other areas: • Security: - Signed TAC in 2010. - Turkey has obtained an observer status in the multinational police force of ASEAN in 2014 - Defense industry • Education:   Turkey has awarded scholarships to 1,619 students from ASEAN countries since 2010. • Culture: Turkey has long-standing bilateral socio-cultural cooperation with ASEAN Member States. *

ASEAN-Turkey Relation Prospects • Opportunities: - The continuing, steady, and positive development of ASEAN-Turkey Relations: the current implementation of the comprehensive action plan proposed by Turkey within the framework of SDP (ASEAN-Turkey Joint Sectoral Cooperation Committee). - Both sides have major potentials in many areas of cooperation: trade, defense industry, tourism, agriculture, R&D, SMEs, etc. - In terms of trade, both sides have comparative advantages (e.g. tropical fruits in ASEAN countries and olive products in Turkey) and they should be turned into win-win trade exchanges.

  36. ASEAN and Turkey convened the Inaugural ASEAN-Turkey Joint Sectoral Cooperation Committee (AT-JSCC) Meeting on 30 May 2018 at the ASEAN Secretariat to mark the launch of their formal partnership.

  37. The first-ever ASEAN-Turkey Trilateral Ministerial Meeting was held in Singapore on 01 August 2018.

ASEAN – Turkey RelationProspects • Challenges: - Objective difficulty: geographic distance. -Current trade volumes do not reflect the trade potentials between ASEAN and Turkey. - Lack of understanding and awareness from both sides about culture, people, business environment, political situations, etc.

ASEAN – Turkey RelationProspects • Recommendations to strengthen the ASEAN – Turkey cooperation in all fields: - Concrete and practical implementation of cooperation areas in the Action Plan within SDP framework. - In trade and economic relation: focusing on increasing trade volumes, investment, tourist arrivals from both sides: ASEAN is the gateway for Turkey to Asia and further (AEC, RCEP,CP-TPP), and Turkey is the bridge to connect ASEAN with Europe. -Further promoting exchanges of high-level visits, business delegations, and cultural activities from both sides.
