Steps in developing sector based benchmarks • Definition of the Performance Indicator • related to the purpose of the ultimate use • system limit covering as much of the value chain as possible • but still under control / influence of the project (developer) Extraction – raw material preparation – clinker – cement – concrete - building COP10 – benchmarking in CDM 10/12/ 2004

Steps in developing sector based benchmarks • Collect quantitative information on Performance • Quality Control - Verification • Statistical analysis of performance as a function of: • Geographical area, Social – Economic Development • Available natural & anthropogenic resources • Technology • Age and lifetime of installations • Nature of the industry COP10 – benchmarking in CDM 10/12/ 2004

Steps in developing sector based benchmarks • Multi stakeholder process: • Industry sector – companies • Technology developers • Academia • Desk reviewers • NGO • Clean Technology Performance Standards • Write New Methodology and PDD • Submit to CDM Meth Panel and Executive Board COP10 – benchmarking in CDM 10/12/ 2004

Methodology / Project using Benchmarks • Additionality: • IF (SEProject < PS) then Project = additional & CDM eligible • IF (SEProject > PS) then Project = not additional & not CDM eligible • Baseline: • SEProject = PS SEProject = Emission per unit of production of project PS = Performance Standard COP10 – benchmarking in CDM 10/12/ 2004

  8. Methodology / Project using Benchmarks • CERs: • Volume CER = (PS - SEProject ) * PV SEProject = Emission per unit of production of the project PS = Performance Standard PV = Production volume COP10 – benchmarking in CDM 10/12/ 2004

  9. Sector based benchmarks • For those sectors that contribute majority of CO2 emissions and reduction projects: • Electric power and heat generation • Oil & gas • Cement • Steel & metals • Waste disposal • Transport • Energy efficiency of buildings COP10 – benchmarking in CDM 10/12/ 2004

  10. Sector Approach: Cement status • WBCSD Cement Sustainability Initiative, Working Group Climate Protection • WBCSD / WRI Cement Protocol includes Performance Indicator • 16 Member companies: inventory ready • Stepwise procedure has been discussed • Awaiting formal approval by Liaison Delegates COP10 – benchmarking in CDM 10/12/ 2004

  11. Advantages: • Meets objective of KP to reduce emissions and promote Clean Technology and Sustainable Development • Simple • Transparent, Objective, Verifiable • Equitable • Equally applicable for Allowance Allocation in Emissions Trading System • Brings Annex-1, non-Annex-1, USA-Australia, EU together COP10 – benchmarking in CDM 10/12/ 2004
