  2. PROMOTE – Who we are and what we do! Verifying the performance of environmental technologies – research project funded under FP 6. ETV system development for monitoring and remediation technologies in soil-groundwater systems. ETV system verification on reference site and field site scale.

  3. Market characteristics • Small market volume in general, diverse national markets. • Strongly regulated with administrative responsibility at local level. • Predominantly SMEs with few employees, only few internationalplayers. • Consultants as intermediates between vendor and end- user, to some extent consultants as end-users. • Low costs and cost-efficiency are essential for successful ETV implementation.

  4. Stakeholder demands – cost drivers • Language of verification: English + national language, which is prerequisite for acceptance by public administration. • There will be a need for National contact points. • How can customers give feedback when applying verified technologies? • Dissemination of verification results must guarantee protection of company internal know-how. • 3.000 € < verification costs < 20.000 €

Results of tests - cost drivers • The definition of claims is a crucial point of verification and needs time and discussion between all involved parties. • Test design and implementation require close cooperation of excellent independent experts and test labs. • For innovative technologies the vendor or vendor’s technical staff is the best expert! How to achieve vendor’s trust in independent experts? • Most of the tests are small research projects. So unexpected problems can occur and tests can fail.

  6. Balancing scientific soundness and cost-efficiency • Transparent, open procedures. • Verification body with experienced management staff only, technical expertise by technology-specific contracting. • Assign dedicated, highly specialised technical experts for specific tests and/or evaluation of data. Consensus with vendor required. • Use existing data and test results provided by the vendors. Verification tests as part of technology development and demonstration activities. • CWA 32

CEN Workshop in PROMOTE • CEN Workshop 32: Environmental Technology Verification for Soil/Groundwater Remediation and Monitoring Systems (ETV-SGS) • Kick off: April 25, 2007; Stuttgart, Germany • Final approval: August 15, 2008 • To set up a standard reporting system for vendor driven performance testing, guidance for documentation to be provided by vendors. • Layout of review process. • A voluntary basis for bridging the time until a European ETV system is set up. e.g.:

Key issues for discussion • National contacts, languages; independent body versus low bureaucracy. • Maximum technical expertise, strong reputation, transparency and reliability versus costs< 10.000 € per verification. • Using maximum information provided by vendors versus ensuringtop quality testing.
