Objectives for the Day • To identify the challenges and opportunities faced by the Council and be aware of the prospects for improvement • To understand the achievements - where we are; where we need to be • To share and understand policy aspirations • To set the direction for the 2012-2013 Corporate Plan and budget setting process by identifying the MDC corporate priorities for 2012-2013 • To agree the key issues and outcomes for each priority area in 2012-2013 and ensure that local priorities reflect community needs and aspirations Mansfield District Council Creating a District where People can Succeed

LOCAL – Economic and Social Conditions Indices of Multiple Deprivation 2010 • One of the most deprived areas in the country – 36th out of 326 LA areas (2010) - improved from 34th in 2007 and 33th in 2004 • Deprivation evident through high levels of acute social problems particularly around educational attainment, employment, crime, health and Income • 12 out of 66 areas (SOA) in the district are assessed as being in the 10% most deprived areas in the country. Areas found in the following Wards – Portland; Carr Bank; Newgate; Oak Tree; Bull Farm and Pleasley Hill; Lindhurst; Ransom Wood; Ladybrook; Woodhouse; Ling Forest; Racecourse Mansfield District Council Creating a District where People can Succeed

LOCAL – Economic and Social Conditions Educational Attainment • Educational attainment is low – 21.0% of population have no qualifications compared to 13.1% in the East Midlands and 12.3% nationally (Jan 2009-Dec 2009) • Low percentage of the population educated to higher level – 21.4% qualified to NVQ Level 4 or above (HND, degrees, higher or postgraduate degrees) compared to 25.7% in the East Midlands and 29.9% nationally (Jan 2009-Dec 2009) Mansfield District Council Creating a District where People can Succeed

LOCAL – Economic and Social Conditions Health • Health of the population is generally poor – Male life expectancy 76.5 years, 1.8 years lower than the national average; female life expectancy 80.6 years, 1.7 years lower than national average • High teenage pregnancy rate of 48.4 per 1,000 compared to an Nottinghamshire rate of 36.6 per 1,000 and a national rate of 40.3 per 1,000 (2007-2009) • 24.2% of the population suffers from a limiting long term illness – higher than the national figure of 17.9% (2001 Census) Mansfield District Council Creating a District where People can Succeed

LOCAL – Economic and Social Conditions Crime • High crime rate (84.93 offences per 1,000 pop. in 2010/11 – decrease from 100.66 2009/10) • 61% of residents identify ‘levels of crime’ as the most important issue in making the district a good place to live • 29.2% of residents think ASB is a problem (ranked 298 out of 326 local authorities in the country) • 20.1% of residents think that the Council and Police are effectively dealing with local concerns about crime and ASB (ranked 312 out of 326 local authorities in the country) Mansfield District Council Creating a District where People can Succeed

LOCAL – Economic and Social Conditions Housing • Insufficient affordable housing (56 new homes in 2010/11 – 32 new homes, 2009/10) • Limited housing supply for single person households • Poor quality housing in private sector – 2,953 non-decent homes occupied by vulnerable households(26.33% of vulnerable households living non-decent homes compared to 26.78% in 2009/10) • Worst conditions often found in private rented Houses in Multiple Occupation (HMO). Highest number of HMO in area – 300 compared to 83 Ashfield;150 N&S Mansfield District Council Creating a District where People can Succeed

LOCAL – Economic and Social Conditions Employment • Unemployment rate in Mansfield is 4.2 compared to 3.6 in the East Midlands; 3.8 nationally • Unemployment rates range from 1.7 in Berry Hill (Oakham; Berry Hill; Sandhurst; King’s Walk; and Eakring Wards) to 9.2 in Ravensdale (Portland; Newgate; and Carr Bank Wards) – worst in county • 31.1% employed in managerial/professional occupations - 41.4% East Midlands; 44.4% nationally • 24.7% employed in elementary occupations/machinery operatives - 21.3% East Midlands; 17.8% nationally Mansfield District Council Creating a District where People can Succeed

  10. LOCAL – Economic and Social Conditions Income • Wages are low - median weekly wage is currently £390.80. This is £74.4 lower than the East Midlands average of £465.20 • 10.5%of working age population claiming Incapacity Benefit and otherESA (10.7%, 2009)compared to 6.2% in the East Midlands and 6.6% nationally (2010) • 24.2% of the working age population is economically inactive (26.6%, 2009)compared to 23.1% in the East Midlands and 23.7% nationally (2010) Mansfield District Council Creating a District where People can Succeed

LOCAL – Corporate Plan 2010-2011 Ensure Decent Homes for All • No. of housing applications received (Moveahead) 1,312 in 2010/11 (1,438 in 2009/10) • Time taken to re-let Council homes following vacancy 34 days in 2010/11 improved from 49 days in 2009/10 • % of vulnerable people achieving independent living 93.17% in 2010/11 (92.25% in 2009/10) • % of non decent council homes has met the target of 0% (2010/11) from 10.6% in 2009/10 • Number of empty properties bought back into use in 2010/11 was 81 (2009/10 - 36) Mansfield District Council Creating a District where People can Succeed

LOCAL – Corporate Plan 2010-2011 Reduce Crime and Disorder • Serious violent crime rate (0.56 offences per 1,000 pop. in 2010/11 – decrease from 1.04 2009/10) • Assault with injury crime rate (9.57 offences per 1,000 pop. in 2010/11 – decrease from 13.85 2009/10) • Serious acquisitive crime rate (12.26 offences per 1,000 pop. LOCAL – Corporate Plan 2010-2011 High Quality, Clean, Green and Pleasant Env. • 93.4%of food establishments in the area which are broadly compliant with food hygiene law (84% 2009/10) • 39.26% of household waste recycled. Rates stagnated in recent years (38.76% 2009/10; 38.27% 2008/09) • Residual household waste collected per household decreased to 531.9kgs from 559.61kgs in 2009/10 • Street and environmental cleanliness levels – 89% of streets free of litter; 91% free of detritus • 2011 winner of the Low Carbon Council category at the LGC Awards – in recognition of the Council’s approach to carbon management and a significant reduction in CO2 emissions from Council operations Mansfield District Council Creating a District where People can Succeed

LOCAL – Corporate Plan 2010-2011 Revitalise Our District • The number of jobs directly created or supported by MDC has increased from 18 in 2009/10 to 39 • Adult participation in sport and recreation has increased to 20.3% from 18.4% (2009/10) • The overall employment rate for Mansfield has increased from 71.4% (2009/10) to 71.5% • The processing of major planning applications has increased from 84.62% (2009/10) to 91.3% (2010/11) • A reduction in the number of people claiming Job Seekers Allowance – 2,713 in 2009/10 to 2,662 Mansfield District Council Creating a District where People can Succeed

POLICY ASPIRATIONS – Independent • Council Tax – low increases and 0% for 2011/12 • Financial Management – deliver more of the same safe financial management which rebuilt the Council’s reserves • Crime and Disorder – increased partnership working with the Police and MPAC and providing preventative initiatives • Veterans’ Charter – commitment to returning war veterans to help them return to a normal life • Regeneration – bringing economic revival to the district • Brown Bins – roll out service to remaining 6,000 households • Introduce a kerbside glass collection service Mansfield District Council Creating a District where People can Succeed

POLICY ASPIRATIONS – Independent • Young People – meet with young people at a monthly forum to ensure that their concerns are raised within the Council • Housing – review Moveahead to improve access to housing • Strategic Property Policy – local sites will not be allowed to fall into disrepair but be developed through innovative partnerships • Ward Democracy – £20,000 allocated to each Ward in 2012/2013/2014.
