  3. What will I learn in this session? Why am I here? • PSAP Professionals – This presentation will provide information on how Cal OES will deliver your calls faster and more accurately using GIS • GIS Professionals – This session will provide you with the information on how Cal OES will work with you to develop a statewide location data set for routing 9-1-1 calls

  4. Making the transition to NG9-1-1 • NG9-1-1 requires an updated location dataset (similar to a map) • 9-1-1 today uses a tabular dataset (similar to an Excel file) • Cal OES must transition the tabular dataset into a geo-encoded dataset • This process requires – • Road centerline data • Master Street Address Guide (MSAG) • Automatic Number Information / Automatic Location Information (ANI/ALI) • PSAP boundary files • Software to convert the existing data

  5. Cal OES software solution using DDTI • Cal OES has entered into contract with Digital Data Technologies (DDTI) for the following services: • De-conflict shape files to define PSAP boundaries • Convert existing MSAG and ANI/ALI data to geo-encoded data set based on road center line • Identify “complex” data exceptions that will need correction by local agency. Reimbursement or direct pay for vendor services or staff time • Provide a web portal interface to receive updated GIS data • This dataset will become the CA Statewide Location Database and will be used for call routing for NG9-1-1

  8. GIS Taskforce • Develop and maintain the Statewide GIS database through coordination and collaboration with the CA 9-1-1 branch and GIS vendor • Coordinate communication amongst the PSAPs, GIS professionals, and the CA 9-1-1 Branch

What do we need from your PSAP vs GIS POC PSAP GIS • Point of Contact for who maintains your GIS data? • Agency personnel at city / county level • Contractor • County Coordinators • CalOES will be sending a request to your PSAP to identify your GIS contact information • Contact info (email, phone) • How you maintain your GIS data in order to develop Statewide GIS database for NG9-1-1 • How you will update NG9-1-1 location data • Help define workflow process in coordination with our vendor How can Cal OES help?

What is GIS (data) when it comes to NG9-1-1 • Geographic Data that represents features in its real world location (‘x,y’ coordinates) in a digital format • Line Features/Information • Road Centerline (Civic Location) • Railroad Tracts • Rivers/Creeks • Point Features/Information • Address Point (Civic Location) • Critical Facilities (Bridges, Hospitals) • Polygon Features/Information • City Boundaries • PSAS Boundary

Leveraging Partnerships & Technology • Partnerships • Addressing Authorities (Cities or Jurisdictions whom assigns addresses to buildings) • GIS “Authorities” (Could be Cities or Counties) • PSAP Authorities • Technology • Technology exists to foster these partnerships without forcing any changes in these authorities “data model” • NG9-1-1 Requires NENA GIS Data model
