    6. What is the history of ISO 9001:2000? Mil-Q-9858 was adopted by NATO (AQAP-1) British Standard (BS) 5750 evolved from the NATO standard and was adopted by the British Standards Institute in 1979. ISO 9001:2000 was created by the International Organization of Standards in 1987 primarily based on BS 5750. ISO 9001:2000 standards are reviewed and revisions are adopted every five years. The second edition of the standard was issued in 1994. ISO 9001:2000 activity in the United States is governed by ANSI and the American Society of Quality (ASQ). Standards issued are titled ANSI/ISO/ASQ.

New in ISO 9001 ISO 9001:2008 has been developed in order to introduce clarifications to the existing requirements of ISO 9001:2000 and to improve compatibility with ISO 14001:2004 (requirements for environmental management systems). ISO 17025 Contains all of the requirements that testing and calibration laboratories have to meet if they wish to demonstrate that they operate a management system, are technically competent, and are able to generate technically valid results. The acceptance of testing and calibration results between countries should be facilitated if laboratories comply with this International Standard and if they obtain accreditation from bodies, which have entered into mutual recognition agreements with equivalent bodies in other countries using this International Standard. The use of this International Standard will facilitate cooperation between laboratories and other bodies, and assist in the exchange of information and experience, and in the harmonization of standards and procedures.

    18. ISO Guide 34 The use of reference materials makes possible the transfer of the values of measured or assigned quantities between testing, analytical and measurement laboratories. Such materials are widely used for the calibration of measuring equipment and for the evaluation or validation of measurement procedures. There are an increasing number of reference material producers, and a demonstration of their scientific and technical competence is now a basic requirement for ensuring the quality of reference materials. The demand for new reference materials of higher quality is increasing as a consequence of both the increased precision of measuring equipment and the requirement for more accurate and reliable data in the scientific and technological disciplines. Same previously acceptable reference materials may not meet these more stringent requirements. It is, therefore, not only necessary for reference material producers to supply information about their materials in the form of reports, certificates and statements, but also to demonstrate their competence in producing reference materials of appropriate quality.

    21. Relating 17025 to Guide 34 Our customers that are 17025 accredited were/are looking for suppliers that are also 17025 to meet their QA requirements. Reference Material Manufacturers are generally not independent testing labs as in they do not take in samples, perform the test and give their customer the results. ISO 17025 lends itself to the link between Guide 34 and our customers.

    22. What 17025 has and does not have 17025 has the technical aspects required by testing labs to demonstrate competency. Lacks the specific requirements that would be associated with a reference material producer namely: Sourcing acquisition of raw material Transformation of raw material into product Sampling and packaging procedures Assessment of homogeneity and stability Estimation of shelf life Development and validation of measurement methods Fixing the traceability and estimation of uncertainty Certification of reference material Post-certification activities, stability monitoring

    23. ISO 17025 5.2.2 The management of the laboratory shall formulate the goals with respect to the education, training and skills of the laboratory personnel. The laboratory shall have a policy and procedures for identifying training needs and providing training of personnel. The training programme shall be relevant to the present and anticipated tasks of the laboratory. The effectiveness of the training actions taken shall be evaluated.  5.2.3 The laboratory shall use personnel who are employed by, or under contract to, the laboratory. Where contracted and additional technical and key support personnel are used, the laboratory shall ensure that such personnel are supervised and competent and that they work in accordance with the laboratory's management system. 5.9 Assuring the quality of test and calibration results 5.9.1 The laboratory shall have quality control procedures for monitoring the validity of tests and calibrations undertaken. The resulting data shall be recorded in such a way that trends are detectable and, where practicable, statistical techniques shall be applied to the reviewing of the results. This monitoring shall be planned and reviewed and may include, but not be limited to, the following: a) regular use of certified reference materials and/or internal quality control using secondary reference materials; b) participation in interlaboratory comparison or proficiency-testing programmes; c) replicate tests or calibrations using the same or different methods; d) retesting or recalibration of retained items; e) correlation of results for different characteristics of an item.

Guide 34 Section 5.9 5.9 Assessment of homogeneity and stability  5.9.1 Where appropriate, the reference material producer shall carry out an assessment of the homogeneity of any candidate reference material by analyzing a representative number of randomly, systematically or stratified randomly chosen units. This should be done by means of a measurement method, the repeatability of which is fit for the purpose required (i.e. good enough to not contribute significantly to the combined uncertainty). The assessment procedure shall be documented and conducted in accordance with acceptable statistical procedures.

    26. Nature of problems… Guide 34 4.9.2 Often the root cause is not obvious and thus a careful analysis of all potential causes of the problem is required. Potential causes could include, the nature of the reference material and its specification, methods and procedures used for characterization, staff skills and training, and the materials and equipment (and/or its calibration) used in the production processes.
