  3. GETTING READY • Contracts • Disaster debris removal and disposal services • Monitoring of disaster debris removal • Mold remediation • Generator rental • Roof repair and replacement • General construction building repair • Ice • Rental of portable toilets • Repair and replacement of fencing

  4. GETTING READY • Optional Contracts • Canal cleaning • Catering • Tent and chair rental • Rental of roll off containers • Warehouse stock of safety supplies

  5. Defense is Ready • Planned evacuation route • Debris site lined up • Contracts for removal • Operation center • Radio communication • Shelters ready • City equipment protection • Allow staff to secure home & family • Prepare time line • Establish chain of command • Prepare citizens

  7. STOLEN BASE • Debris removal contracts lapsed • Construction debris pick-up was not included in piggy back contract • Did not follow plan on clean-up (allowed politics to rule)

FEMA GUIDELINES • Procurement shall follow FEMA guidelines to ensure reimbursement from the federal government by: • Retaining original receipts and documentation • Making no contact or purchase contingent upon federal reimbursement • Making emergency p.o. or contracts “site specific” • Rent or lease equipment instead of buying • Document in detail all oral requests • Require that all bid, performance and payment bonds are issue • Take pictures, pictures, pictures Know the Rules!
