  2. Premeditated and Vicious Crimes Serious incidents that were caused by acts of violence in JR East area (Excerpts) Except above cases, many workers have mental health problems due to verbal violence by passengers. Acts of violence by passengers occur continuously and they never cease.

  3. Premeditated and Vicious Crimes Act of violence at Musashisakai Station in Jan 10 2010 January 10th 2010 early in the morning, a worker in charge of a ticket office, approached by a man in early 20’s saying, “There is a man feeling ill”and the worker found the man squatting near a ticket gate. The worker was about to say something, the man, who approached earlier, attacked his back-head with a stick-like object and kicked his jaw. While the worker was losing his consciousness, he requested a support via his wireless device. Police rushed to the site as a passenger made a call, but it was too late that the offenders were away. The worker was carried to a hospital and diagnosed as “Severe whiplash injury” and the doctor said, “If the wound slipped off 5 cm, he would have died” This was a vicious and premeditated crime. September 2013 as of today, the contract worker paralyzed the entire left body and the offenders have not arrested yet by the police

Receiving Compensation and Renewing Contract Employment statuses of JR East Company Currently, about half of workers at station is contract workers (called “Green Staff”) Contract workers can work up to 5 years. After working 3 years, they can take an examination to change the status into regular worker, but if he fails, the contract term expires in 5 years. If the contract worker who was attacked at Musashisakai station cannot pass the examination next year, his contract term will be expired in the end of August 2014.

  10. Setting up a Project Team to Eradicate Violence JREU Hachioji set up “Project for Zero Tolerance on Acts of Violence by Passengers and Creating Safe Working Environment”. We conducted a questionnaire survey on workers in sales and conductor departments to grasp actual situations. JREU Hachioji Branch Survey To protect lives and act as a labor union, members answered the questionnaire survey with keen interests. We summarized this very important questionnaire which turned out more than 90% return.

Young Generations are Attacked in Reality and There is no Professional in Sales The steps of newly recruited JR East workers in train departments Station From first year to about 2 years and half, newly recruited employees work at station to experience sales job Conductor After sales job, they work as a conductor about 2 years after passing an examination Driver After conductor, they work as a driver after passing an examination Station Move to a station by 40 yrs old and work at station for 3 years in principle to raise safety level for the whole train operations After 3 years of working at a station, some return to drivers department as a professional in transportation and others remain at station

Young Generations are Attacked in Reality and There is no Professional in Sales JREU Hachioji Branch Survey • Sales department has these problems • Less than 3 years of working workers do not have enough expertise in sales • Insufficient experiences in customer services • There is no veteran workers due to rapid change of generations • Insufficiency in experiences and expertise due to lack of skill transfer These four points were revealed from the questionnaire

  16. About Measures of the Company JREU Hachioji Branch Survey The questionnaire uncovered the reality that the company does not deal with the problems with firm attitudes. “Do you think that the company deals with the offender and lawyer with responsibility?” The answer is;

The Reality is that “Handbook of How to Deal with Troubles” has become Outdated JREU Hachioji Branch Survey The Handbook has been made through discussions between company and union, but the questionnaire reveals that it has become outdated The questionnaire reveals that enough explanation about the Handbook has not been made and about half of respondents does not understand it.

This means that the handbook does not reflect the reality of worksites.

The Reality is that “Handbook of How to Deal with Troubles” has become Outdated Company 87% say that they know the manuals 65% say that they have not had education Although the Company teaches us to “run away” when there is a danger, but there is cash and we cannot run away leaving cash behind. In addition, there is virtually no case of filling the case to the court in reality and this means that the Company does not take a firm attitudes against acts of violence In spite of committing violence Passengers = Customers This way of thinking is very strong in the Company Education is outdated

The Reality is that “Handbook of How to Deal with Troubles” has become Outdated JREU As soon as passengers commit violence, they are no longer customers, but they are “Criminals” To eradicate acts of violence, we have to create a safe and stable worksite as railway workers Because of outdated manuals and handbooks by the Company, the framework of safety management at station is being destroyed and high quality of services is impossible to offer. In the end, this leads to collapse of railway safety. Workers on sites and workers in branch and head offices have big gap about understanding on acts of violence. How to fill this gap between two parties is a responsibility for the Company and the workers serving for public transportation.

Summary Issues arising from problems in Japanese society • Problems in Japanese society • Japanese society is plagued with deep anxiety which is caused by prolong deflation economy and unstable employment by economic stagnation • 2. How to deal with shortage of workers • To consider to set up a preventive framework and to set up responding framework to incident which should be in place beforehand • 3. To create a Company culture which eradicates violence • Violence destroys safe system of railways and it is a crime and hinders convenience of customers. It has to be clearly defined that offenders are not customers, but they are criminals To create a society with no anxiety of employment by eliminating irregular employments To modify the Company culture which putting top priority on profits and customer services into creating a work environment putting top priority on safety. To nurture experienced veteran workers. To carry out an education reflecting reality of worksites Acts of violence are not a problem of individual worker nor responsibility of individual attitudes of customer service, but it is a problem of whole organization and seek the causes of problems and find countermeasures.

Responsibility that JREU has to carry out as the Union Act as united workers and managers, JREU will request the politics that violence is a problem of public transportation and we will take a measure to eradicate acts of violence as a problem in our modern society. In addition, we will nurture a railway person who has a value that the best service in railway industry is to provide a safe transportation. With struggles based on the resistance and humanism, We will create railways with safety is the top priority
