DEFINITION OF THE POTENTIAL OF THE LOCALITY FOR SUPRA-LOCAL INVESTMENT ALLOCATION AND ITS USE Each urban plan defines „development sites“ also in terms of the production functions of the city; special attention is paid to sites for the allocation of investments of supra-local importance (extent of the site, specific production and logistic programmes ….) Definition of the potential of a site for these functions and selection of utilisable sites as a crucial issue for the spatial planning conception determining the development for decades to come

INCENTIVE TO DEFINE THE POTENCIAL OF DEVELOPABLE SITES • Is the beginning of a process (i.e. assignment) based on a political, business or specialised incentive ? • How are the objectives defined? • NATIONAL DEVELOPMENT PLAN OF THE CR (political assignment) Strategic objective - balanced urban development : • Regional development – town development – strengthening the role of towns and urban systems as „ socio-economic development engines“ • Operational Programme „Business and Innovation“: • increasing the competitive advantages of the sectors of industry and business • keeping the appeal of the CR, regions and towns for the investors • ( Implementationagencies>CzechInvest, CzechTrade …..)

INCENTIVE TO DEFINE THE POTENTIAL OF DEVELOPABLE SITES • SOUTH MORAVIAN REGION DEVELOPMENT STRATEGY/2006-2016 (POLITICAL INCENTIVE) • Development and support of business zones • Support of the development of selected fields of industry and strengthening the strategic and logistic services • Systematic development of open business environment creating conditions for starting up and developing business activities, including the development of human resources in business entities • Support of the preparation of qualification in accordance with the labour marker needs • Implementation of brownfield projects

CENTRE OF THE AGGLOMERATION – STRUCTURE OF THE USE OF SITES • What does the political assignment indicate? • What is the area covered by the strategic documents? • Canthequantificationofdevelopmentobjectivesspecified in thestrategicdocumentsbeexpected? • Are theorganisations in chargeofimplementingtheoperationalprogrammesable to specifytherequirementsforthescopeofthesiteswithinthecontextoflong-term developmentofthelocality??? • What do the bodies in charge of the urban development conception and planning project teams have to do in any case: • assess the development of the use of sites, realistic possibilities of utilising brownfields • assess the site conditions for defining the potential of developable sites • predict the likely development (potential of the sites) > define the developable sites
