  2. Where are we? • The Social Care (Self Directed Support) (Scotland) Bill was introduced to Parliament on the 29th February 2012. • The Bill is set to become legislation in Summer 2013. • This will change the way in which Local Authorities deliver support to those with care or support needs.

  3. The Bill Those who are eligible for services from Social Work will be informed of their allocated funding and will then be offered the following four options

  4. The Bill • Direct Payment – individual selects, directs and arranges their own support • The individual selects and directs their own support but the local authority arrange it on their behalf • The local authority selects, directs and arranges the support • A mixture of the above

  5. What are Aberdeenshire doing? • Conducting a pilot scheme where approx 25 individuals have had an individual budget calculated, support plan agreed and are receiving their support through a variety of the mechanisms mentioned above. • Evaluated in June 2012 to inform further implementation.

  6. What are Aberdeenshire doing? • Embarking on a series of public awareness raising sessions. • Developing training for staff. • Looking at what we require to make this work, IT, financial systems, etc. • Working closely with providers to inform and learn.

  7. What are Aberdeenshire doing? • Working alongside other local authorities to gather examples of good practice from other parts of the country and beyond. • Receiving support from national experts in self directed support. • Continuing to offer Direct Payments via existing scheme.

  8. Role of Provider agencies • Participants in the pilot have engaged with provider organisations in different ways. • Some have commissioned care themselves from a provider • Some have asked the local authority to commission on their behalf • Some have chosen to direct their support but require a provider organisation to hold and manage their budget.
