  2. PURPOSE • Decrease DUI related injuries and death on Turtle Mountain Chippewa Reservation by expanding MADD activities

  3. BACKGROUND • 30,000 Enrolled members, 15,000 on or near reservation which has gone from thousands of acres to just two townships, six by twelve miles in area. • Population growth at rate of 18% in each of the past three decades.

  4. BACKGROUND • According to NHTSA and the Indian Highway Safety Program, alcohol related crashes are nearly 70% in Indian Country. • In 2005 5 Native Americans on TMCR, 2 died off the reservation. • There were 160 DUI cases and 24 Actual Physical Control.

  5. BACKGROUND • Indian Health Service Steering Committee for Injury Prevention for 1996 to 2002 records 32 deaths due to alcohol related Motor Vehicle crashes at Turtle Mountain

  6. MADD TURTLE MOUNTAIN • Victims families began Chapter in 1999, first Native American Chapter. • National celebrated 25th Anniversary in 2005, estimate over 300,000 lives saved. • 2003 Task Force formed from various agencies on 4 North Dakota reservations: Spirit Lake, Standing Rock, Three Affiliated, and Turtle Mountain to address DUI problem.

  7. Interventions Safety Clan: Indian Health Service IP, Turtle Mountain PD, Tribal Court, MADD, VOC, Schools, Alcohol and Drug Prevention Programs, Tribal Government joined together to address alcohol and drug related death and injury.

  8. METHODS • Marketing/PR: (sobriety dances, traditional ceremonies), school presentations, victim impact panels, court monitoring

  9. BARRIERS • Funding for activities • Committee members too overworked (Same People) • Confusion on reservation DUI codes • Data Collection

  10. Results • Sobriety checkpoints and saturation on the rise, court and police department updating data collection • License Seizure as of June 1, 2006 • Safety Clan still active • Tribe chosen as Empowerment Region-funding should increase for all agencies
