VANWODS history • VANWODS History • Started in 1996 by UNDP • 1997 a project of the Department of Women’s Affairs backstopped by UNOPS • 2001 an NGO registered under the Charitable Associations Act owned by the members • 2003 was in dire straits • 2004 received 45 million vatu from the Vanuatu government and its partners.   15. Possible Threats from PACER Plus • Rescinding of regulation 41 of 1999 by the Minister of Finance permitting VANWODS to operate • Dumping of imported, non-organic fruits & vegetables from Aus & NZ • Public funding of A&NZ financial services to crowd out VANWODS

  16. Possible Threats from PACER Plus… • Welfare paradigm as opposed to independence paradigm • Higher rates of VAT • No access to land for the VANWODS mamas to grow our own • Elimination of opportunities for micro-enterprise

  17. Possible PACER Plus Opportunities • Growth of Seasonal Employment • Opportunities for growth of Small and Medium Enterprises • Better investment in infrastructure

  18. Conclusion • The livelihood of VANWODS mamas stems from traditional economy. Land, Labour & Capital are all factors of the traditional economy. We use these first to support our livelihoods but where opportunities arise, also use the same factors of productivity to raise cash to support our communities.
