Source Control Project, Phase IChemical hazards Objectives • Development of the of risk assessment methodology based on the use of approaches of ISO 14001 standard • Carrying out the risk assessment and developing the recommendations to reduce the risk on the example of thedrinking water and sewage treatment utility in Apatity, Murmansk region, Russian Federation (State unitary enterprise “ Apatityvodokanal ” ) Implemented by IBRAE RAS, Russian Center “Chlorbezopasnost”, SUE "Apatityvodokanal"with support from the US Department of Energy Duration 2000 – 2002

  2. Source Control Project, Phase I Results: • Risk Assessment Methodology at Hazardous Industrial Facilities (chemical hazards) was developed as the result of the Project, Phase I implementation; • Analysis of risks was performed; and • Recommendations to reduce risks were made for the facility

  3. Risk Assessment Methodology at Hazardous Industrial Facilities (HIF) Contents 1. A thorough description of the risk assessment phases • work planning and organization • accident hazard identification (energy sources) • risk assessment • development of recommendations to manage and ultimately reduce the risk 2. A survey of the state of the art in risk assessment techniques and criteria and appropriateness for the selection and application of these techniques 3. Requirements to documentary registration of the risk assessment results to provide long-term program(s) development on management of risk

Source Control Project, Phase II“Study of Safety Conditionsof SSC RF NIIAR Fuel ResearchDepartment”Radiation hazards Objectives • Practicing of a method of risk assessment based on the use of approaches of ISO 14001 standard • Carrying out the risk assessment and developing the recommendations to reduce the risk on the example of theFuel Research Department (FRD) of State Scientific Centre of Russian Federation “Scientific and Research Institute of Atomic Reactors” (SSC RF NIIAR) Implemented by IBRAE RAS, FRD of SSC RF NIIARwith support from the US Department of Energy Duration 2002 – 2004

Source Control Project, Phase II Results: • Risk Assessment Methodology at Hazardous Industrial Facilities developed at the Phase I of the Project was applied to the radiation hazard facility and appropriately modified; • Priorities of the corrective actions have been identified; • Recommendations to enhance the safety of the facility were made based upon the analysis of risks

Source Control Project, Phase IIICombined (chemical & radiation) hazards • Objectives: • Verification and finalizing of the developed Risk Assessment Methodology at radiation and chemical hazardous facilities of the Industrial North of Russia • Carrying out the risk assessment and developing the recommendations to reduce the risk at the selected hazardous facilities • Sites to be studied: • FSUE “ME Zvezdochka" The facility is engaged in NS decommissioning, and repair and upgrade of vessels and nuclear submarines of all generations • FSUE "Atomflot“ The facility maintains and repairs nuclear powered vessels • The project is implementing by: • IBRAE RAN, FSUE "Atomflot" andFSUE “ME Zvezdochka"supporting by US Department of Energy • Duration: • 2005 – 2008

Phase III : FSUE “ME Zvezdochka“ • The work team has been formed • The first site visit was held in November 2005 • Onshore complex for unloading of the SNF from the decommissioned submarines has been selected as the facility to implement the risk assessment • The Project Management Plan has been approved • Two-day working seminar on ISO14001 EMS Standard and the project history and findings (Phases I-II) was conducted

The Complex includes: • Part of special quay 40 m long where a portal crane is installed; • Building for loading of transport containers with SNF; • Temporary storage facility for transport containers, and; • Site for forming of special train Phase III : Selected facility Onshore complex for unloading of the SNF from the decommissioned submarines The technological cycle includes operations on transportation and loading of spent nuclear fuel into transport containers, storage of containers loaded with SNF, loading/unloading works and transportation of containers loaded with SNF, and deactivation operations

Phase III in progress: FSUE “ME Zvezdochka“ • Verification of the risk assessment methodology document • Studying the requirements of normative and legal documents applicable to the field of activities of facility • Preparing two-day working seminar on the risk assessment methodology for the personnel of both facilities (to be conducted in the middle of April, 2006)

  10. Phase III : FSUE “Atomflot“ The facility maintains and repairs nuclear powered vessels as well as repairs reactor equipment, manages solid and liquid radioactive waste. • The first site visit is being planned • The “Atomflot” specialists will attend the two-day working seminar on the risk assessment methodology
