Decentralized Planning • Decentralised Planning mandated by 73rd and 74th Constitutional Amendments • Institution of District Planning Committee prescribed under Art. 243ZD • Planning Commission has directed States to prepare Annual District Plans during 11th Five Year Plan • Ministry of Panchayati Raj has also encouraged formulation of annual district plans under BRGF • Detailed Guidelines & Integrated District Plan Manual by Planning Commission • Ramachandran Committee Report also consulted

Odisha’s Responses • The Orissa District Planning Committees Act, 1998 and Rules, 2000 • District Planning Committees (DPC) constituted & functional in all 30 districts since 2003 • Annual District Plans prepared in Odisha since 2008-09 • A consultative and participatory exercise • Technical Support Institutions engaged • Approved by District Planning Committee • State Plan includes district plan summaries since 2010-11 • Initiatives to strengthen District Planning Apparatus • 30 District Planning & Monitoring Units (DPMU) established • District Planning Office and District Statistical Office merged & strengthened • An Analytical Cell created • t

DPMU: Structure District Collector Chief District Planning Officer General Planning Cell (Deputy Director, Plg & Statistics) Analytical Cell Function: Responsible for providing analytical and conceptual support to the DPC and other two Cells of the DPMU. Planning Wing (Planning exercise) Statistical Wing (Disaggregated data collection exercise)

DPMU - Functions & Responsibilities • Strengthening planning capabilities at local levels • Collecting, analyzing, updating and maintaining disaggregated database • Prioritizing and consolidating plan proposals received from PRIs and line agencies • Preparing shelf of project proposals • Secretarial support to District Planning Committees • Consultative & participatory local level planning • Monitoring the implementation of approved development programmes • Periodical surveys and thematic studies

District Plans in Odisha • Odisha – the first State • to prepare comprehensive district plans in all 30 districts since 2008-09 • to constitute DPMU in all 30 districts • to incorporate summaries of district plans in the Annual State Plans since 2010-11 • The quality of district plans needs to improve • The State is continuously striving to improve quality of district plans • DPMU: • extends secretarial support to District Planning Committees • yet to undertake monitoring & evaluation functions
