WOMEN’S PARTICIPATION IN ENVIRONMENT PROTECTION AND INFRASTRUCTURE DEVELOPMENT • Hải Phòng is 1 of 3 big cities in Vietnam, an important port, a center of industry, commerce, tourism and services. • The infrastructure of the city has been degraded  critical challenges are system of water supply and urban environment • Since 1990, Hải Phòng has received assistance from the World Bank & other donors with investment projects on water supply, drainage & municipal sanitation. • In 2004, the WB continued to support large urban upgrading project.

WOMEN’S PARTICIPATION IN ENVIRONMENT PROTECTION AND INFRASTRUCTURE DEVELOPMENT (Cont.) • Together with other big cities (10) in implementing the WB’s program on infrastructure development, Women Union has actively engage in the propaganda, planning and infrastructure construction since the 1990s with very encouraging and sustainable results. • For the two above-mentioned projects, Hai Phong Women Union participated in two important components: Sanitation Revolving Fund and Housing Micro-Finance Program. • Together with other cities, the Micro-Finance program is now implementing in a large scale with about 80,000 households borrowing with 98% return the loan and pay interest in due time.

Objectives of micro-credit program • Establish a credit system suitable with poor families who have demands on housing upgrading, sanitation works, water drainage system through the establishment of credit groups. • Propagate women and communities on the importance of environment towards the community’s health, responsibilities of individuals and families in environment protection. • Integrate loan activities for housing upgrading, sanitation works with credit activities to increase family income.

  7. 3. Loan size, interest and loan period 3.1 Sanitation rotation fund: Phase 1: - Loan size: max. VND 2 mil/hh - Interest: 0.5%/month - Loan period: 24 months Phase 2: - Loan size: max. VND 3 mil/hh - Interest: 0.7%/month - Loan period: 24 months 3.2 Capital for housing upgrading: Phase 1: - Loan size: max. VND 10 mil/ hh - Interest: 0.8%/month -Loan period: 60 months Phase 2: - Loan size: max. VND 15 mil/hh -Interest: 0.9 - 1%/month -Loan period: 36 months

Consultation and participation in project activities • Raise awareness of the community on environment protection and personal sanitation • Help community understand the project, loan procedures, obligations of borrowers; fundamental knowledge on necessity for construction and upgrading of dwelling-houses and sanitation works.

Micro-credit activities Steps More than 15,530 poor households received loans for infrastructure upgrading, improved sanitation and environment and household economic development with 98% of them who return principles and pay interest on due course. * Sanitation rotation fund project Phase I : - Household borrowers: 8,608 - Amount : VND 17.3 billion - Capital utilization: + 1,381 household borrowers for household economic development + 7,227 borrowers for sanitation purpose, in which: + 3,191 households using loan for new construction of sanitation works(A) + 1,735 households using loan for upgrading sanitation works (B) + 2,301 households using loan for water drainage (C) Sơ đồ sử dụng vốn

Micro-credit activities Results of micro-credit activities– Sanitation revolving fund • Phase II: - Borrowers: 6,924 hhs - Amount : VND 20.711 bil • Capital utilization: + 6,924 hhs for sanitation purposes, in which: • - 2,942 hhs using loan for upgrading or new construction of waste containers (A) • - 5,440 hhs using loan for construction or upgrading of toilets (B) • - 2,609 hhs using loan for construction or upgrading bathrooms (C) • - 202 hhs using loan for upgrading or construction of wells (D) • - 1,281 hhs using loan for construction or upgrading of wells (E) • - 4,071 hhs using loan for upgrading or construction of water drainage system and supply (F) Chart of Capital utilization

Micro-credit activities Results of micro-credit activities- housing improvement • Phase I : • - Borrower: 6,674 hhs • - Amount: VND 57.833 bil • - Credit utilization: • + 307 hhs using loan for household economic development • + 6,367 hhs using loan for house upgrading in which: •  585 hhs for new house construction (A) • 2,436 hhs for new construction or upgrading of toilets (B) •  388 hhs for construction of new kitchen (C) • 5,374 hhs for upgrading floor, roof, house front (D) • 937 hhs for electricity installment and others (E) • Phase II: • - Borrower: 711 hhs • - Amount : VND 10.64 bil • - Capital utilization: 711 hhs for house upgrading Chart Loan utilization

PROJECT IMPACT ASSESSMENT • Promote women’s roles, positions in family, society & gender equality. • Enhance management capacity of WU and further promote their role. • Raise community’s awareness on environment protection, improved housing, improved living standard of the poor in HaiPhong City • Credit activities: • Establish a credit system helping families ( low-income) to construct, upgrade housing and sanitation. • Integrate loan activities for sanitation, housing upgrading with credit activities to increase household income. • Almost all households used the loan with right purposes, return principle and interest on due course.
