  1. WIA 10% PY10 Aerospace Program Data Entry Procedures for Participant Activities & Outcomes

Overview • SKIES will be used for collecting participant data for the WIA 10% PY10 Aerospace program. • Procedures contained herein represent a recommended strategy for addressing the minimal data entry needed to properly document activities. • Workforce Development Councils should determine additional data requirements locally based upon project objectives.

  3. General Rules • Aerospace participants will be enrolled in either: WIA 10% PY10 Adult Aerospace program WIA 10% PY10 DW Aerospace program WIA 10% PY10 Youth Aerospace program Program validation screen must be completed to enroll participants into the WIA 10% PY10 Aerospace program. Please update if old. • Caution: certain date fields are defaulted to today’s date. Staff must be sure to enter the actual date of the activity. • Note: These projects are different from the WIA 10% SBCTC ADULT/DW/YOUTH AEROSPACE PROJECTs (PY09).

  4. General Rules • Employment and earnings outcomes will be based upon Placement and follow up information- not the UI wage fields. • Aerospace program participants will be included in WIA Common Measures if the individuals are also co-enrolled in a WIA formula-funded program. • Co-enrollment in a WIA formula-funded program is recommended. WIA 10% Aerospace Program funds only the pre-screening of training candidates and cost of training - Occupational Skills Training. All other services such as; support services, job search assistance and placement activities, follow-up services, etc. must be provided through a WIA formula-funded program.

  5. General Rules- Continued • Upon completion of the 11-week training, participants will receive a certificate issued by Boeing. Because Boeing is a major part of the aerospace industry, the certificate is being acknowledged as an industry-recognized credential for federal and State reporting purposes. • The program should be considered completed on the date the training ends. However, since employment in the aerospace industry is the desired outcome, it is recommended that you allow up to 90 days from the end of training to reflect entry into unsubsidized employment. If employment occurs within the ninety days, use the employment start date as the program completion date. If no employment is obtained within the ninety-day period, use the training end date as the program completion date.

  7. Data Entry Instructions • Data must be entered in all bold captioned fields within each screen used. This has been depicted on the sample screens with data entered as examples. • Special conditions for data entry are identified by arrows and are detailed in red font within the screen. • Be aware of date fields which default to today’s date. Enter the actual date the activity occurred. • For this program, when a job is recorded in SKIES, the “Training Related” box should be checked if the employer is a Boeing affiliate and/or a related supplier. The “Training Related” box should be left unchecked if the employer is other than Boeing or its related suppliers.

  11. Enrollment(Seeker Programs-Program Enrollment) Program name may be with the Adult, DW or Youth affiliation of this program. Enter actual start date Select Applicant status & click Save icon . • Click Program Validation & attach to program enrollment.

  14. Services(Service Plan-Service Plan) Actual start date auto-filled when date of the initial service entered

  15. Services(Services Plan-Services) Provider/ School Required and the ITA box marked. Service selections Start Date Program affiliation

  17. Certificate/Credential • Certificates/credentials will be captured on Services Plan- Services in the actual outcome field upon closing of the Service. The outcomes will be limited to: -Occupational skills certificate earned -Did not complete
