WSLG reacted in 2004 to a need for a co-ordinated response to the HIV & AIDS pandemic through the formation of the HIV&AIDS Core Group The decision to mainstream HIV & AIDS in the water sector came in 2005. The HIV&AIDS Core Group, assisted by the DWA Directorate WS: Policy and Strategy facilitated the development of a DRAFT STRATEGY for mainstreaming HIV & AIDS in the Water Sector The draft strategy has now been completed and is presented to WSLG (as the custodian) for adoption Background

Rationale for the strategy • HIV & AIDS is the biggest challenge facing South Africa, and it requires a multi-sectoral approach • Access to safe water and sanitation contributes to effective mitigation of the impact of HIV & AIDS • Improved personal hygiene • Productive purposes • The strategy provides a framework mainstreaming HIV & AIDS into the water sector

Linkages with existing policies and strategies • National Strategic Plan (HIV&AIDS 2007-2011): This strategy responds to the need to reduce the impact of the epidemic on communities • The strategy also links with • SALGAs Handbook for facilitating Governance response to HIV & AIDS • The handbook serves as a tool to help put framework for integrated LG response to HIV&AIDS into practice – mainstreaming HIV in IDPs

  7. Principles for mainstreaming • HIV & AIDS is a development issue • It requires a sector wide approach • Duplication of efforts must be avoided • Co-funding mechanisms between sectors to be employed • Alignment with government policy frameworks and programmes

Strategic Response • Integration of HIV & AIDS interventions through internal and external mainstreaming • Undertaking evidence-based research to inform planning, policy and programming • Targeting high-prevalence areas with poor access to basic water services • Provision of infrastructure using appropriate technology • Documenting lessons learnt and “promising” practices

  9. Recommendations • WSLG adopt the draft strategy and the proposed implementation plan • The Sustainability Pillars Core Group be tasked to monitor the roll-out of the strategy
