ERCOT Operations Working Group Updates and System Operations Overview

Updates from the ERCOT Operations Working Group meeting include reports on peak demand, solar generation, upcoming events, NERC standards, and NPRR updates. Discussions on congestion mitigation, planning criteria, and outage coordination processes were also highlighted. Training sessions and workshops related to winter load shedding, blackstart, and regional operations were announced. ERCOT's efforts to address voltage control issues and future considerations for IBR ride-through requirements were discussed as well.

  2. ERCOT Updates and System Operation Report • Unofficial Peaks Reported by ERCOT • October 4, new Peak Demand – 71,181 MW • October 16, Solar Generation – 13,811 MW/31.35%

Texas Reliability Entity Report • TRE provided an update on upcoming events and discussions • 12/13 Quarterly TRE Board and MRC meeting • NERC Standards: Cold Weather Standard • Updates underway. Please share feedback or comments through standard submission process. 2023-2024 overview. • 11/6 FERC & NERC released full findings for Winter Storm Elliott • FERC representative will present findings and recommendations to the December TRE Board of Directors • FERC Order No. 901 directs NERC to develop new or modified Reliability Standards addressing risks associated with IBRs. • TRE, NERC and FERC Websites have more details

  4. NPRR 1070 - Planning Criteria for GTC Exit Solutions • Remains Tabled, no update.

  5. NPRR 1198 and NOGRR258 - Congestion Mitigation Using Topology Reconfigurations • Alexandra Miller provided update of most recent changes to OWG • PRS referred NPRR 1198 to ROS and WMS • ROS referred NPRR 1198 to OWG and NDSWG • WMS referred NPRR1198 to CMWG to discuss transparency issues • NDSWG requests incorporated to limit equipment impacts. Specifically, “circuit breakers” at up to two substations vs. “transmission equipment.” • OWG discussed and raised various questions concerning the proposed NOGRR • Background: Adds EAPs/RAPs to be defined in Network Operations Model. NOMCRR submits changes to the network model. All change requests submitted to ERCOT for review and approval. ERCOT will gather input from TSPs and REs that own transmission facilities. • ERCOT will post market notices for all considerations, allowing a 30 business days comment period. Comment period is being actively discussed. • EAP approval must have buy-in from all impacted parties before approval (ERCOT, TOs, REs). Any RE who would experience negatively affected operations can veto. • MPs requested ERCOT Outage Coordination present their process and answer questions at next OWG on 12/21. Several questions arose re: how ERCOT Outage Coordination will identify outage conflicts with EAPs, and what the process will be to request restoration of the EAP to allow an outage to move forward. • MPs requested more time to submit comments

  6. OTWG Update • 12/7 Winter Load Shed Workshop. ERCOT Market Notice includes agenda. • On-site ERCOT 2024 Blackstart and Restoration training tentatively scheduled for 10/14 - 11/21 and will use Grid Geo. • On-site ERCOT Regional Operating Training tentatively scheduled for 3/18 – 4/25. Each training cycle will have a pilot session. Detail to follow. • All Market Notices will provide information on registration, dates, and agendas.

  7. Other Business • ERCOT’s Stephen Solis reminded OWG that generators with voltage control issues have been submitted to the ERCOT Reliability Monitor, who is working with PUC to address twenty worse performers re: voltage control. • Details in future meetings re: recent event in the valley. • Working on future parameters re: IBR ride-through requirements.
