NPRR 416 • RUC Decommitment Charge: • The RUC Decommitment Charge (Section 5.7.6) was inadvertently struck from the protocols with NPRR 416 • ERCOT determined it was illogical to have the RUC Decommitment Payment without a cost allocation method • The deletion of section 5.7.6 will remain gray boxed until an NPRR is submitted to reintroduce the RUC Decommitment Charge • Implementation Delay: • There was an operational issue identified with carrying Regulation on a resource with an ONOPTOUT COP status • Implementation will be delayed until the stakeholders reach agreement on whether or not ONOPTOUT resources can carry Regulation • Release of the code for 416 is going forward, but any COP status codes of ONOPTOUT will be rejected until stakeholder agreement is reached

  3. Balancing Account Resettlements • The SFT Resettlements required ERCOT to resettle the Balancing Account • Balancing Account Resettlements for the months of April and May 2013 have been completed • April 2013: Posted on 9-5 • May 2013: Posted on 9-12

  4. Proposed Changes to the Balancing Account • At the September Congestion Management Working Group, ERCOT proposed changes to the Balancing Account Settlements • Large CRR Shortfall in May 2013 prompted questions about the cause of the scenario and how to remedy it going forward • Presentation materials and spreadsheet examples are posted here: • http://www.ercot.com/calendar/2013/09/20130904-CMWG • If the group would like further discussion, we can make this an agenda item for a future COPS and/or CSWG meeting
