ASSUMPTIONS • There is a diverse set of customers (i.e., beyond justice) • These customers require information and intelligence. • Customers can’t “know” everything. • There are critical things the customers must know. • Use customer input, requirements “sets” from DHS, FBI, other lists, to develop PINs and systematically collect, analyze, share what customers must know.

The Iowa LEIN Program • Established In 1984 • Must attend two-week LEIN Intelligence Training Course • Approximately 900 Individual Members, 200 Iowa Law Enforcement Agencies • Monthly Regional Intelligence Meetings • Intelligence-led, project specific task forces • 3-day Annual LEIN Training Conference

Using the Intelligence Cycle(Plan, Collect, Process, Analyze, Share) • “All crimes/All threats” Approach • Provide training • Develop, facilitate, and collect from information sharing meetings • Enroll agencies in secure e-mail (RISS, LEO) • Use Priority Information Needs (PINs) to focus information collection

PINs Reporting Process • Each week, fusion system personnel at each LEIN region send an e-mail to agencies in their region • Recipient agencies provide positive and negative responses • LEIN Regions forward the information to DPS Intelligence Bureau • Information is collated with other sources reporting to the DPS Intelligence Bureau for analysis and dissemination

  15. Information from the summary field of the LEIN Database is included in a report that is disseminated to others via U.S. Mail, secure e-mail, and the LEIN Web.
