  7. Rural-urban • Too much is made of the differences • We in small villages/towns no different than city dwellers • There are just fewer of us

  8. We, too, are a consumer society • We create waste/garbage • We seem more aware of it, because our neighbor/friend must take it away!

  11. Treasures • Amazed us as children what people throw away • Found coins and all kinds of interesting stuff! • Treasures could take the form of rodents-fortunately never saw one of those rats!

  12. Con’t: • In the “old days” garbage dumps were burned • We could tell from the village-especially when the wind was in the right direction.

  13. AttitudesBased on my personal experience • Garbage: 1. Everyone had a burn barrel. 2. It was your own business what you threw away. 3. No waste was created. 4. Your friend, the garbage man, didn’t have much to haul away.

  14. Attitudes, con’t • Recycling: Most people are recyclers-is that a stretch? 1. Glass jars/containers: were never thrown away-they were kept and used again for canning-you only needed rubber rings to make them usable. 2. Paper: a precious commodity, according to older citizens. Plain paper was always

  15. Con’t used again for grocery lists, art projects, crafts; newspapers for sharing and starting fires. 3. Clothes: were always, always reused. Hand-me-downs were part of a family and when too thin to wear were made into quilts or rags or used to cover plants in the garden.

  16. Con’t 4. Tin cans: not as many were used in past days and were buried in your back yard or taken to the garbage dump. 5. Stores: sent home groceries in boxes-no need for the big blue bins. 6. Water: was hand hauled; it was delivered to your door. We had a name for the water man-a dray man. Water was not wasted.

  17. Rules/regulations/legislation • Tire bylaw: passed at village level in compliance with the Saskatchewan Scrap Tire Corporation. • Inspection was done and we received the all clear from SSTC on June 1, 2005

  18. Dysart is one of the founding municipalities in the formation of the Touchwood Hills Regional Landfill-THRL! • Memberships were issued and we became a partner on June 29, 2004. • Our waste is hauled to the landfill just outside of Raymore, Sask.-60 miles away.

  19. Tag-a-bag • Philosophy of the user pays • The regional landfill, THRL, bulk purchases tags. • Sells the tags to the municipalities for $.50 each. • We in Dysart, sell the tags to the residents for $1.00 each.

  20. Recycling bins

  21. Any margins from the tag-a-bag are used to offset the costs of the recycling bins. • We recycle paper and cardboard with the regional landfill. • We pay for each bin to be picked up and tipped at Semans, Sask. 15 minutes from Raymore.

  22. Businesses can rent a bin and pay each time for pick-up and tipping. • Monthly rental is $10 per bin and a tipping fee of $35.

  23. Costs to the Village of Dysart 1.Founding members pay: 1) $80/capita over 4 years for capital assets at the landfill: land, construction of pits, buildings, fences, vehicles, and equipment. ($20 per year) 2) $100/capita over 4 years for operations. ($25 per year)

  24. Con’t • Foresight of mayor, Gary Kayter, we applied and qualified for the Federal Gas Grant based on this regional project. • Each year that money is used for part of our requisition to the landfill.

  25. Con’t • In 2009 it will be the 5th year of operation-capital projects are DONE. • Levy of $20/capita/year is reduced to$5.00 • Levy for operations remains at $25/capita. • Total cost to the village (without bins, etc) is $6250.

  27. Additional features • Village of Dysart Landfill policy in place: 1. Outlines the schedule of fees. 2. Limits are placed on hazardous goods. 3. You can see from pictures what 200 people can generate.

  28. Something new • Survey was conducted in the winter of 2008. • Results are as follows: only 44 responded 1. Most residents are concerned about the environment. 2. 40/44 are recyclers. 3. Residents rate the tag-a-bag as very good.

  29. Con’t 4. 32/44 did not want their taxes raised to cover waste management. 5. A tie exists between residents who do and do not favor a monthly levy to offset costs of waste management.

  30. Con’t-comments by residents • Burn like we used to. • Mulch paper, newspaper, lawn and yard wastes-compost-allow farmers to spread it. • Have a small monthly levy. • Taxes are already being paid-why more for garbage?

  31. Comments, con’t • If garbage is buried in Raymore, why not bury it in Dysart? • Commercial pick-up, out of Regina • Look into more grants from government. • Whatever is more economical.

  32. The future • Continuing talks at council level • A lot of farmers live in the village and take garbage to their farms for disposal. • Feeling that everyone should pay for this service. • We will continue to use Tag-a-bag-with a difference.

  33. Future-con’t • The date is to be determined for: 1. Monthly levy of $5($15/quarter)to be added to the utility bill. 2. This entitles resident to send 2 bags per week to the dump. 3. After 2 bags-BUY a TAG.

  34. Con’t • Conclusions will be: 1. More garbage to be taken to the transfer station. 2. Everyone will help with the costs 3. If you create too much garbage-you pay. 4. Recycling should still be popular.

  35. Small municipalities • Are struggling with costs. • We have a great waste management program. • Tax bases in small villages are limited. • Now we need funds for infrastructure!
