  2. What are FRAMES? • Mental structures that shape the way we see the world. • Our Goals • The way we act • What we determine as good, bad or desirable. • You cannot see or hear frames because they make up that part of your brain called the “cognitive unconscious”.

Reframing ‘is’ social change Reframing: • Changes the way the public sees the world. • Changes what counts as common sense. • Unites people around common values and makes it easier to articulate them. Examples: “Tax Relief” = “Wasteful Spending” “Healthy Forests” + “Clear Skies Initiatives” = “Burdensome Gov’t” “No Child Left Behind” = “Failing Schools” “Sons and Daughters” = “War in Iraq”

  7. Myth: The Truth Will Set Us Free • If we just tell people the facts, since people are rational, they’ll make correct decisions. • To be accepted the truth must fit people’s frames (If the facts don’t fit the frame, the facts are thrown out and the frame is accepted)

  8. Recognize where they are successful. Don’t think of an elephant. The truth alone will not set you free. Speak from your moral perspective at all times. Most voters vote their identity. The Value War • • There is more sympathy for parents who have no choice (single mothers, low- wage workers), but these parents often are seen as the exception rather than the rule. • • A real sense that there is no one minding the store . • Crime, disorder, drug use, arise from mothers not at home (and families not intact) in early, formative years. • • Resentment at perceived materialism of modern dual- income families can be strong, especially among the older generation. • • Make light of these concerns at your peril!

Messaging to Republican Legislators • We must ensure that women are healthy and ready for pregnancy by promoting increased individual responsibility across the lifespan. • Pregnancies should be intended—they should be consciously and clearly desired at the time of conception. • Healthy weight among children and families is a recognized national public health priority. • The fiscal and societal costs associated with doing too little on maternal and child health today will cost us in the future. • Political leaders from both parties support healthy weight and perinatal health as proven solutions in health care reform.

Tying Infant Mortality (Elimination) HealthCareReform • Doctors report that mothers who attend some kind of maternal and child health program are more likely to maintain healthy weight which has a positive impact on birth outcomes. • America’s obesity concerns often begins with unintended pregnancies. • The best way to to address the obesity epidemic is to assist and education parents in preventing weight gain before, during and after child birth. • Children whose mothers maintain healthy weight are better prepared to enter life fit and ready to succeed. These core messages should be part of every interview, every publication the organization does, and should be incorporated into all relevant materials.

  43. It is vital that we stay united. It is our values that unite us. We must learn to articulate those values loud and clear. If we are to win in the future we must present a clear moral vision for the country. We cannot simply put forth a laundry list of programs.

  44. Closing Thoughts • Don’t just negate your opponent’s claims—REFRAME THEM. • Be passionate but be calm. Calmness is a sign that you know what you’re talking about. • By just stating the facts you will not win. ‘Frames’ win debates, facts support frames. • Once your frame is accepted—everything you say is common sense. • Never answer a question framed from your opponents point of view.
