ICSTI MANDATE • Facilitate and support international co-operation in science, information exchange, technology transfer and innovations; • Provide services in the field of scientific, technical, business information; • Assist small and medium innovative technology-driven business. OPERATING PRINCIPLES • Governing body: Committee of Plenipotentiary Representatives – high-level officials appointed by governmental agencies of ICSTI member states; meets at least once a year; 64th CPR sitting – 29-31 May, 2013, Moscow • Network of National Focal Points: governmental agencies (science, R&D, technology, innovations, education), national centres of STI; • HQ in Moscow: management and implementation; • Partners: organizations in member/non-member states, international agencies (UN family, EU, etc.), business companies, individual scientists and researchers. FINANCING • 1970s – 1990s : budget built-up by contributions from member states by 100%; • Since early 1990s : • annual budget contribution from a member state USD 1,500.0 - 5,000.0; • major funds generated through business activities (contracts, agreements); • International Audit Commission.
