  8. IN THE EARLY 1970'S THE SOVIET UNION BEGAN TO IMPORT GRAIN IN LARGE QUANTITIES IN ORDER TO MAINTAIN THE AVERAGE CITIZEN'S STANDARD OF LIVING.
