  2. EOP-005-002, R6 R6. Each Transmission Operator shall verify through analysis of actual events, steady state and dynamic simulations, or testing that its restoration plan accomplishes its intended function. This shall be completed every five years at a minimum. Such analysis, simulations or testing shall verify: [Time Horizon = Long-term Planning] R6.1. The capability of Blackstart Resources to meet the Real and Reactive Power requirements of the Cranking Paths and the dynamic capability to supply initial Loads. (ERCOT acknowledged handled this through black start resource testing program) R6.2. The location and magnitude of Loads required to control voltages and frequency within acceptable operating limits. (ERCOT Simulator?) R6.3 The capability of generating resources required to control voltages and frequency within acceptable operating limits.

  3. Per ROS comments • BSWG invited Jeff Whitmer (TRE) to discussed EOP-005 requirements • BSWG members discussed PJM’s interpretations of R6 • BSWG discussed the latest JRO Matrix for EOP-005-2 (not sign) • 6.1: ERCOT • 6.2: Both • 6.3: ERCOT

EOP-005-2, R6 Action Plan • BSWG members agreed with the following steps: • Forming a smaller group to work on ERCOT and TOs restoration plans intended function (definition) • Randy Kelm (Oncor) • Kevin Tanzi (CenterPoint) • Lisa Martin (AEN) • Stanly Morris (TNMP) • Kelly Blackmer(ERCOT) • Trieu vo (CPS Energy) • Using the simulator for EOP-005-2, R 6.1 the BSP (an additional day at the BS Training Special Session, March 19-21, 2013)
